Ցմահ ազատազրկման դատապարտված Ստեփան Գրիգորյանը հունիսի 2-ի երեկոյան հացադուլ է հայտարարել: Այս մասին NEWS.am-ին ասաց արդարադատության նախարարության քրեակատարողական վարչության հանրային կապերի բաժնի պետ Գոռ Ղլեչյանը։
Նա հայտնեց, որ դատապարտյալի մոտ ամեն ինչ նորմալ է:
Նշենք, որ Ստեփան Գրիգորյանը նամակ է ուղարկել նախագահ Սերժ Սարգսյանին, որում ներկայացրել է հացադուլի պատճառները:
«Ես՝ Ստեփան Արտյուշայի Գրիգորյանս, ձերբակալվել եմ դեռեւս 1996թ. ապրիլի 26-ին: 1997թ. դեկտեմբերի 25-ին Գերագույն դատարանի որոշմամբ դատապարտվեցի մահապատժի: Դատապարտվել եմ 1961թ. քրեական օրենսգրքի 99 հոդվածի 1 եւ 7 կետերով, մեղադրվել եմ սպանության գործով` որպես մասնակից. ինքս ոչ մեկի չեմ զրկել կյանքից: Հարկ եղած դեպքում Ձեր դատին կարող եմ ներկայացնել քննիչների կողմից անհեթեթ եզրակացությունների հիման վրա կայացված դատավճիռս: 2003թ. օգոստոսի 1-ին 103 հրամանագրով նախկին նախագահ պարոն Ռ.Քոչարյանը «ներման հրամանագրով» առավելագույն պատիժը փոխարինեց մեկ այլ առավելագույն պատժատեսակով:
Այժմ ուզում եմ անդրադառնալ երեւան եկած բուն խնդրին. 2003թ. քրեական օրենսգրքում նշված է հոդված 76 կետ 5-ը, ըստ որի ցմահ ազատազրկման ձեւով պատիժ կրող անձը կարող է պայմանական վաղաժամկետ ազատվել, եթե դատարանը գտնի, որ նա պատիժը հետագա կրելու կարիքը չունի եւ փաստորեն կրել է ազատազրկման ոչ պակաս, քան քսան տարին: ՀՀ քրեակատարողական օրենսգրքի 116 հոդվածի առաջին մասում ամրագրված է, որ «ցմահ ազատազրկման դատապարտված անձը կարող է ներկայացվել պատիժը կրելուց պայմանական վաղաժամկետ ազատման նախորդ հինգ տարիների ընթացքում պատիժը կրելու սահմանված կարգի չարամիտ խախտումների համար տույժ չունենալու դեպքում՝ ազատազրկման ոչ պակաս, քան քսան տարին կրելուց հետո», իսկ նույն օրենսգրքի 115 հոդվածի առաջին մասի համաձայն՝ պատժի ժամկետի՝ օրենքով սահմանված մասը լրանալու դեպքում պատիժը կատարող հիմնարկի վարչակազմը մեկամսյա ժամկետում պարտադիր լսում է կարգապահական տույժ չունեցող դատապարտյալին պատիժը կրելուց պայմանական վաղաժամկետ ազատելու ներկայացման հարցը: Պարոն նախագահ, 14.05.2015թ. լրացավ իմ՝ պատիժը կրելու 20 տարին: 29.05.2015 թ. հիմնարկի վարչակազմի կողմից կայացավ պայմանական վաղաժամկետ ազատման քննարկումը: Այսօր 02.06.2015թ. ինձ ծանոթացրեցին առանց որեւէ հիմնավորման հայցը մեկ տարով հետաձգելու մասին տեղեկանքին, իսկ թե մեկ տարի հետո ես ողջ կլինեմ, թե ոչ, ըստ երեւույթին, որեւէ մեկին չի հուզում: Ես ոչ մեկի կյանք չեմ խլել. ինչո՞ւ են ձգտում խլել իմ կյանքը: Եթե նպատակը դա է, ուրեմն ես այլեւս չեմ տանջի ոչ ինձ, ոչ էլ հարազատներիս»:
