Լարված իրավիճակ՝ «33» գազաբենզալցակայանի շահագործման շուրջ

Այսօր՝ փետրվարի 25-ին, լարված իրավիճակ է ստեղծվել Արմավիրի մարզում։
Ինչպես տեղից հայտնում է ֆոտոլրագրող Գագիկ Շամշյանը, Երևան-Արմավիր ավտոճանապարհի՝ Վաղարշապատ քաղաքի վարչական տարածքում՝ ժողովրդին հայտնի «33» բենզագազալցակայանի մոտ էին հավաքվել մոտ 50-ից ավել քաղաքացիներ, ովքեր սպառնում էին դիմել կտրուկ միջոցների՝ պատճառաբանելով, թե ինչու իրավապահ համակարգը չի փորձում խնդիրը լուծել իրավական ճանապարհով, այլ ցուցաբերում է «իրավական բեսպրեդել»։
Ֆոտոլրագրողի հետ զրույցում նշված բենզագազալցակայանի գործով ներգրավված փաստաբան Հենրիկ Քարտաշյանն ասում էր. «Ամիսներ առաջ նշված բենզագազալցակայանից մոտ 300 մետր հեռավորության վրա միջադեպ տեղի ունեցավ, ավելի կոնկրետ՝ սեպտեմբերի 14-ին հնչել էին կրակոցներ։ Կրակոցի վայր էին ժամանել իրավապահ համակարգի ներկայացուցիչներ, ովքեր դեպքի վայրը զննելուց հետո այցելեցին նաև իմ վստահորդին պատկանող բենզագազալցակայան, առգրավեցին տեսախցիկների կողմից նկարահանված տեսանյութերը և կապարակնքեցին տարածքը, այդ թվում գազաբենզալցակայանի համար օգտագործվող լիցքավորման սարքերը։
Օրեր անց քննչական բաժնի կողմից կարծես թե ավարտվեց իմ վստահորդին պատկանող տարածքի հետ կապված խնդիրները ու թույլատրեցին, որպեսզի գազաբենզալցակայանն աշխատի։ Սկսեցինք շահագործել, բայց մի քանի օր հետո չգիտես ում ցուցումով (մեզ հասած տեղեկություններով՝ մարզի դատախազի ցուցումով) նորից կապարակնքեցին, այս անգամ նույնիսկ տարածքում տեղադրված հյութերի, սուրճի ապարատները։
Ճիշտն ասած սեփականատերը մտածեց՝ երևի լրացուցիչ զննություն պետք է կատարեն, բայց օրեր անց պարզվեց, որ դրա պատասխանը վստահորդս չի կարողանում ստանալ, քանի որ ինչ կառույցի դիմել է՝ պարզելու, թե ինչն է եղել նորից կապարակնքելու պատճառը, ոչ մի պատասխան չի ստացել։ Ոստիկանությոնը ասում էր՝ ես տեղյակ չեմ, քննչականն ասում էր տեղյակ չեմ, դատախազությունից էլ պատասխան չենք ստացել։ Միայն երեկ ենք մեր մի քանի բողոքներից հետո կցկտուր պատասխան ստացել, հիմա տեսնենք ինչ ենք անում, հավանաբար կբողեքենք վերադաս դատախազին, անհրաժեշտության դեպքում էլ կդիմենք դատարան, քանի որ իմ վստահորդն ու նշված բենզագազալցակայանում տարիներ շարունակ իրենց աշխատանքը կատարող, իրենց հանապազորյա հացը վաստակող աշխատակիցները մատնվել են անգործության՝ իրավապահ համակարգի ոչ պրոֆեսիոնալ աշխատանքի պատճառով։ Այսօր նույնիսկ այս 50 հոգին չէր, որ կարող էր լինել, ավելի շատ մարդիկ կային, ովքեր սպառնում էին դիմել ամենածայրահեղ միջոցների, այդ թվում բողոքի՝ փակելով ճանապարհը, բայց մենք ուզում ենք հավատալ, որ խնդիրը իրավական հարթությունում կլուծվի և վերջ կտրվի ինչ-որ անձի ցանկությամբ իրականացված իրավական բեսպրեդելին։
Մենք սպասում ենք, եթե կարճ ժամանակում դրական պատասխան չստացանք, ապա սկսելու ենք բողոքի ակցիաները, այդ թվում՝ գնալու ենք վարչապետ Նիկոլ Փաշինյանի աշխատակազմ, որպեսզի վարչապետը տեսնի, թե իր ասած «օրենքի առաջ բոլորը հավասար են» խոսքերը որոշ պաշտոնյաներ ինչպես են հասկանում կամ ընկալում։
Ֆոտոլրագրողի հարցին, թե գուցե գազաբենզալցակայանը փակվել է, քանի որ կան տեղեկություններ, որ այդտեղ մարդկանց խաբում ու թերլիցքավորում են կատարում, թե՛ փաստաբանը, թե՛ սեփականատերը և թե՛ այնտեղ հավաքվածները հերքեցին՝ ասելով, որ դա իրականության հետ կապ չունի։
