Հայաստանում ապաստանի իրավունքի համար դիմել են Սիրիայի, Ուկրայինայի, աֆրիկյան երկրների, Թուրքիայի քաղաքացիները

Հայաստանում ապաստանի իրավունք ստանալու համար Միգրացիոն պետական ծառայություն 2015 թ-ին ներկայացվել է 314 դիմում: Այս մասին «Արմենպրես»-ի հետ զրույցում նշեց Միգրացիոն պետական ծառայության պետ Գագիկ Եգանյանը: Նրա խոսքով, հիմնականում դիմում են Սիրիայի, Ուկրաինայի, աֆրիկյան երկրների, Իրանի, Թուրքիայի քաղաքացիները: Յուրաքանչյուր դեպքի համար մանրամասն ուսումնասիրություն է կատարվում:

«Ստացված դիմումներից 205-ին դրական պատասխան ենք տվել: Ասեմ, որ հիմնականում սիրիացիների դեպքում, գրեթե բոլորին շնորհում ենք ապաստանի իրավունք: Ի դեպ, Հայաստան եկած սիրիահայերի շատ քիչ տոկոսն է մեզ դիմում: Գերակշիռ մասը չի դիմում: Սիրիայի պատերազմի սկզբից ի վեր, մեզ դիմած սիրիահայերի ընդհանուր թիվը գրեթե հազար է, բայց Հայաստան եկածների թիվը 17 հազար է»,-ասաց Գագիկ Եգանյանը` նշելով, որ Հայաստան եկած սիրիահայերի հետ հիմնական աշխատող պետական մարմինը Սփյուռքի նախարարությունն է:

Վերջին երկու տարիների ընթացքում ապաստանի իրավունք ստանալու համար Միգրացիոն պետական ծառայությունը Ուրկաինայի քաղաքացիներից ստացել է 216 դիմում: Դիմողները հիմնականում հայեր են, կան խառը ամուսնությունների ընտանիքներ: Շատ քիչ տոկոս են կազմում ոչ հայկական ծագում ունեցող ընտանիքները:

«Մենք ապաստան տրամադրող մարմին ենք, դա նշանակում է, որ նախ անձին իրավունք ենք տալիս օրինական բնակվել Հայաստանի տարածքում: Երկրորդը, ապաստան տրամադրելով, մենք երաշխավորում ենք, որ իր կամքից անկախ նրան չենք վերադարձնի ծագման երկիր: Այսինքն` արդեն պաշտպանեցինք նրան: Երրորդը` ապաստան ստացած անձին տրվում են սոցիալական, տնտեսական, մշակութային իրավունքներ: Շատերը ապաստանը շփոթում են ֆիզիկական կացարանի հետ: Դա կապված է ընդունող պետության հնարավորությունների հետ»,-ասաց Գագիկ Եգանյանը:

Արդյո՞ք սիրիահայերի հարցը բավարար չափով ներկայացվում է միջազգային հարթակներում` անհրաժեշտ ֆինանսական օգնություն ստանալու համար: Հարցին ի պատասխան, Գագիկ Եգանյանը նշեց, որ միանշանակ պատշաճ կարգով ներկայացվում է:

«Սիրիայի ազգությամբ հայ քաղաքացիներն ունեն Հայաստանում պաշտանություն գտնելու երեք ուղի` քաղաքացիության ձեռբերում, հատուկ կարգավիճակի կամ փախստականի կարգավիճակի շնորհում: Մենք երբ հարցը ներկայացնում ենք, ասում ենք, որ տարբերություն չկա ինչ կարգավիճակ են ընտրել, բոլորի խնդիրները նույնն են: Հայաստանը Եվրոպայում 1000 բնակչի հաշվով ամենամեծ թվով սիրիացի փախստական ընդունած 3-րդ երկիրն է: Մենք այդ մասին հնչեցնում ենք առիթների դեպքում»,-ավելացրեց Գագիկ Եգանյանը` նշելով, որ ՄԱԿ-ից, ինչպես նաև միջազգային, բարեսիրական այլ կազմակերպությու ններից աջակցություն ստացվում է: Այլ հարց է, որ ակնկալված գումարները չեն ստացվում, դրա հետ մեկտեղ էլ ՄԱԿ-ի բյուջեն է կրճատվում: Սիրիայի հարցով վերջերս տեղի ունեցած դոնորների համաժողովից դրական լուրեր են ստացվել, զգալի գումար է հանգանակվել:
