Մենք ուզում ենք քաղաքացուն բերել և դնել իշխանության ձևավորման կենտրոնում։ Ժամանակին Հայաստանի Հանրապետությունում մենք չորս տարին մեկ ձևավորում էինք Ազգային ժողովը, իսկ այժմ մեր խորհրդարանը ձևավորում ենք հինգ տարին մեկ։ Մենք երեք տարին մեկ ընտրում էինք համայնքների ղեկավարներին՝ քաղաքապետերին և գյուղապետերին, իսկ հիմա դա նույնպես տեղի է ունենում հինգ տարին մեկ։
Սիրելի՛ ժողովուրդ, որքան ընտրությունների միջև ընկած ժամանակահատվածը երկարացվում է, այնքան ժողովրդավարությունը թուլանում է, այնքան քաղաքացին ավելի քիչ հնարավորություն ունի մասնակցելու իշխանության ձևավորման և որոշումների կայացման գործընթացներին։ Ուստի, անչափ կարևոր է, որ ընտրությունների ժամկետները կրճատվեն։
Կարևոր է, որպեսզի մարդիկ ուղիղ ընտրեն իրենց ներկայացուցիչներին։
Մեր ծրագիրը սա է՝ քաղաքացուն բերել և կանգնեցնել սահմանադրական համակարգի և իշխանության ձևավորման համակարգի կենտրոնում։ Քաղաքացին պետք է լինի կենտրոնում, և ընտրությունների միջոցով ձևավորի իշխանությունն ու մասնակցի որոշումների կայացման գործընթացներին։
