Տարեվերջին պարտքի գումարն արդեն իսկ ճշգրտվել է․ ՏԿԵՆ

ՏԿԵՆ-ը հերքել է լրատվամիջոցներից մեկում «Հաշվեքննիչ պալատը փաստում է, որ «ասֆալտով» յուրացվել է 1.3 մլրդ դրամ» վերտառությամբ հրապարակված նյութը, որը «պարունակում է ակնհայտ անհիմն, չճշտված տեղեկություններ և կեղծ պնդումներ յուրացումների վերաբերյալ»։
«Լրատվամիջոցը գրել է, որ Հաշվեքննիչ պալատի՝ ՏԿԵՆ-ի վերաբերյալ ստուգված` հաշվեքննված ընթացիկ եզրակացություններից մեկը փաստել է, որ Ճանապարհաշինության գծով փաստացի (իրական) ծախսերը կազմել են 51 միլիարդ 127 միլիոն 573 հազար դրամ, սակայն դրանք ցույց են տվել 52 միլիարդ 452 միլիոն 652 հազար դրամ, այսինքն՝ հավելագրվել է 1 միլիարդ 325 միլիոն 79 հազար դրամ, որը, ըստ կայքի պնդումների, յուրացվել է։
Հարկ է նկատել, որ 2024թ-ին վճարվել է 52.4 մլրդ դրամ, որից 51.1 մլրդը՝ 2024թ-ի կատարած աշխատանքի դիմաց, իսկ 1.3 մլրդը նախորդ տարվա կատարած աշխատանքից պահված 5%-ների գումարների դիմաց, որոնք 2024թ հաշվետվության մեջ չեն դիտարկվել որպես տարեսկզբի կրեդիտորական պարտք, այլ հաշվառվել է որպես տվյալ տարվա կատարված աշխատանք, քանի որ վճարումներն իրականացվել են 2024թ-ի ընթացքում:
Ընդ որում չծախսված գումարը մնում է պետբյուջեում, հետևաբար պետբյուջե վերադարձվող գումարը որպես «յուրացում» ձևակերպելը առնվազն չիմացության արդյունք է:
Բացի այդ, Հաշվեքննիչ պալատը նշել է, որ առկա է անհամապատասխանություն, որի կապակցությամբ նախարարության կողմից տրվել է պատշաճ պարզաբանում առ այն, որ որևէ անհամապատասխանություն առկա չէ ինչպես փաստաթղթերով ձևավորված իրական ծախսերի, այնպես էլ Հ-2 հաշվետվությամբ փաստացի ծախսերի միջև:
Ինչ վերաբերում է փաստին, որ Հ-4 հաշվետվությունում տարեսկզբի կրեդիտորական պարտքը զրո է, ապա դա պայմանավորված է այն հանգամանքով, որ ՀԾ հաշվապահական ծրագրում «Պետական նշանակության ավտոճանապարհների հիմնանորոգում» միջոցառումն ամբողջական մուտքագրվել է 2024թ-ի ընթացքում, որն էլ համապատասխանում է տարեսկզբի կրեդիտորական պարտքին:
Հարկ է նշել, որ տարեվերջին պարտքի գումարն արդեն իսկ ճշգրտվել է: Այդ փաստն արձանագրված է նաև Հաշվեքննիչ պալատի կողմից հրապարակված փաստաթղթում, ինչը, սակայն, լրատվամիջոցի կողմից անտեսվել է»,-նշվում է հերքման մեջ։
