Ինչ է սպասում Telegram-ին․ ՌԴ Թվային նախարարությունը մանրամասներ է հայտնել

Ռոսկոմնադզորը որոշել է դանդաղեցնել Telegram-ը՝ Ռուսաստանի օրենսդրությանը համակարգված չհամապատասխանելու պատճառով, ասել է Ռուսաստանի Դաշնության Թվային զարգացման, կապի և զանգվածային լրատվության նախարարության ղեկավար Մաքսութ Շադաեւը։
«Պատճառը՝ մեսենջերի կողմից դաշնային օրենսդրության համակարգված և շարունակական խախտումը», - բացատրել է նա Պետդումայի նիստում՝ ամփոփելով նախարարության տարվա գործունեությունը։
Նախարարի խոսքով՝ մեսենջերը անտեսել է անօրինական բովանդակությունը հեռացնելու մոտ 150,000 հարցում։
Բացի այդ, նախարարը նշել է, որ 2022 թվականից ի վեր մեսենջերի միջոցով կատարվել է ավելի քան 150,000 հանցագործություն։ Նա նշել է, որ Telegram-ում ձայնային զանգերը արգելափակելուց հետո խարդախության զանգերը նվազել են։
«Այս 150,000 հանցագործությունները ունեն ընթացակարգային կարգավիճակ, և հետաքննությունները շարունակվում են», - նշել է Մաքսութ Շադաեւը։
Նախարարը նաև մեղադրել է հարթակին օտարերկրյա հետախուզական գործակալությունների համար բաց լինելու մեջ։ «Կան բազմաթիվ նշաններ, որ արտասահմանյան հետախուզական գործակալությունները հասանելիություն ունեն հաղորդագրությունների հավելվածների նամակագրությանը և օգտագործում են այդ տվյալները ռուսական բանակի դեմ»։
«Սկզբում տուգանքներ, ապա ձայնային տուգանքներ, ապա դանդաղեցումներ, և դրանից այն կողմ՝ չեմ կարող ասել»,- մեսենջերի ապագայի մասին ընդգծել է նախարարը՝ հավելելով, որ իր գերատեսչությունը կապի մեջ չէ Telegram-ի հետ։
Փետրվարի 10-ին Ռոսկոմնադզորը հայտարարել էր Telegram-ի դեմ սահմանափակող միջոցառումները շարունակելու իր որոշման մասին։ Այս ֆոնին ծառայությունը ակտիվացրել է պայքարը անընդունելի բովանդակության դեմ։ Փետրվարի 15-ից 16-ը մեսենջերը արգելափակել է ավելի քան 400,000 ալիք։
Պետդումայի տեղեկատվական քաղաքականության կոմիտեի ղեկավար Սերգեյ Բոյարսկին ասել է, որ Telegram-ի վարչակազմը կապի մեջ է Ռոսկոմնադզորի հետ և մասամբ հեռացնում է անօրինական նյութերը, բայց դա անում է ընտրողաբար։ Նա հավելել է, որ մեսենջերը պետք է ձեռնարկի ևս մի քանի քայլ՝ բողոքները լուծելու համար։
