Տարեցների գույքահարկը!:

Հարգելի քաղաքացիներ։ Շատերն ինձ հարցնում են ,թէ թոշակային հարցերից բացի ինչու՞ չեմ ներկայացնում ավելի լայն սոցիալական հարցեր։ Ընդառաջ եմ գնում ձեր ցանկություններին և սկսում ներկայացնել սոցիալական հարցերի մի խոշոր արշավ նախաձեռնություն , որը կտևի երեք ամիս, 90 օր։ Արշավը ներառելու է 87 կետեր , որոնց հանրագումարը կլինի մեր ապագա աշխատանքը և տարեցների , երեխաների, նպաստառուների երջանկությունը։

1.Ինչո՞ւ պետք է վերանայվի տարեցների գույքահարկը՞։

Մեր հասարակության ամենախոցելի, բայց միևնույն ժամանակ ամենահարգարժան խավը՝ տարեցները, այսօր կանգնած են լուրջ մարտահրավերի առաջ։ Գույքահարկի նոր հաշվարկման համակարգը և շուկայական արժեքների բարձրացումը շատերի համար իրենց սեփական տունը վերածել են «թանկ հաճույքի», որը նրանց սահմանափակ եկամուտների (կենսաթոշակի) պայմաններում դառնում է անտանելի բեռ։

Ժամանակն է ներդնել սոցիալական արդարության նոր բանաձև։ Ահա մի առաջարկ, որը կարող է էականորեն թեթևացնել հազարավոր մարդկանց կյանքը.

1. «30 քմ-ի կանոնը» միայնակ տարեցների համար

Միայնակ բնակվող յուրաքանչյուր տարեց պետք է ունենա հարկային արտոնություն՝ իր բնակարանի մակերեսի 30 քմ-ի չափով։

* Ինչպե՞ս է սա աշխատում. Եթե թոշակառուն ապրում է 50 քմ մակերես ունեցող բնակարանում, պետությունը պետք է հարկի միայն 20 քմ-ն (50 - 30 = 20):

* Ինչո՞ւ 30 քմ. Սա այն նվազագույն կենսական տարածքն է, որն անհրաժեշտ է մեկ մարդու հարմարավետ ապրելու համար։ Մարդը չպետք է պատժվի հարկերով միայն այն բանի համար, որ իր ողջ կյանքի վաստակով ձեռք բերած տունը մի փոքր ավելին է, քան նվազագույնը։

2. Լիակատար ազատում երկու տարեցների դեպքում

Եթե բնակարանում բնակվում և հաշվառված են երկու տարեց (օրինակ՝ թոշակառու ամուսիններ), նրանք պետք է ամբողջությամբ ազատվեն գույքահարկ վճարելու պարտավորությունից։

* Երկու տարեցների պարագայում կենցաղային և առողջապահական ծախսերը կրկնապատկվում են, իսկ եկամուտը մնում է նույն խիստ սահմանափակ շրջանակում։ Սա կլինի պետության կողմից իրական հոգածության դրսևորում նրանց հանդեպ, ովքեր տասնամյակներ շարունակ իրենց լուման են ներդրել երկրի շենացման գործում։

Ինչո՞ւ է սա կարևոր։

 Կանխում ենք աղքատացումը. Թոշակի զգալի մասը չի գնա հարկերին, այլ կծառայի դեղորայքին և սննդին։

 Բարոյական պատասխանատվություն. Մենք թույլ չենք տա, որ մարդն իր ծերության տարիներին ստիպված լինի վաճառել տունը՝ հարկային պարտքերը չկարողանալու պատճառով։

 Համայնքային համերաշխություն. Համայնքը պետք է ոչ թե պարզապես հարկ հավաքի, այլ թիկունք կանգնի իր ավագ սերնդին։

Այս փոփոխությունը պահանջում է ընդամենը քաղաքական կամք և օրենսդրական նախաձեռնություն։ Մենք պարտավոր ենք ապահովել, որ մեր ծնողների ու տատիկ-պապիկների տանիքը լինի ապահով և անձեռնմխելի։
