Աշխատող մարդիկ բնակչության ոչ միայն կեսը չեն, այլ էապես ավելի քիչ են։ Եթե դիտարկենք մոտ 3 միլիոն բնակչություն ունեցող Հայաստանը, ապա ունենք 800 հազար գրանցված աշխատող, ընդ որում՝ նույն աշխատողը կարող է գրանցված լինել 2-3 աշխատատեղում։ Բացի այդ՝ ունենք պետական բյուջեից աշխատավարձ ստացող մոտ 200 հազար մարդ։ Այս մասին «Շանթ» ՀԸ եթերում ասել է «Մեր ձևով» ժողովրդական շարժման համակարգող Նարեկ Կարապետյանը։
Նրա խոսքով՝ Հայաստանում կա շուրջ 500 հազար թոշակառու, մոտ 300-500 հազար աշակերտ և ուսանող, որոնք դեռ ներգրավված չեն աշխատաշուկայում։ Այս ամենից հետևում է, որ Հայաստանում մոտ 1.8 մլն մարդ կա, որոնք կա’մ աշխատում են, կա՛մ օբյեկտիվ պատճառներով չեն կարող աշխատել։ Միևնույն ժամանակ, ինչպես փաստեց Կարապետյանը, կա շուրջ 1.2 մլն մարդ, որոնք աշխատաշուկային պատրաստ են, բայց աշխատանք չունեն՝ տնային տնտեսուհիները, գյուղական բնակավայրերի բնակիչները, որոնք օրն ի բուն աշխատում են գյուղատնտեսության ոլորտում, սակայն չունեն կայուն եկամուտ՝ երկրի թույլ գյուղատնտեսական քաղաքականության հետևանքով։
«Մեր համոզմամբ՝ երկրի ակտիվ զարգացման և սոցիալական պարտավորությունները լիարժեք իրականացնելու համար անհրաժեշտ է, որ գործող 800 հազար գրանցված աշխատող քաղաքացիներին ավելանա ևս առնվազն 300 հազար նոր աշխատատեղ։ Սա պետք է դառնա պետության թիվ մեկ նպատակը՝ առաջիկա 5 տարիների ընթացքում, որպեսզի շուրջ 1.1 միլիոն աշխատող մարդ կարողանա ապահովել 500 հազար թոշակառուի թոշակը և միաժամանակ իր վրա վերցնելով հարկային բեռը՝ որոշակիորեն ապահովել կրթական և սոցիալական ծախսերը»,- նշել է նա։
Ինչ վերաբերում է ներդրումներին, ապա Կարապետյանը նկատեց, որ մեր երկրում՝ մեր գյուղերում, մեր քաղաքներում, աշխատատեղեր չեն կարողանալու ստեղծել, եթե սպասեն, որ ինչ-որ ներդրող գա, ներդրում անի։
Ըստ Կարապետյանի՝ պետությունը պետք է մասնակցություն ունենա նախագծերին, որպեսզի արագ ձևավորվեն արդյունաբերական, ոչ արդյունաբերական ծառայությունների հիմնարկներ, որոնք կօգնեն տնտեսությանը՝ ակտիվ զարգանալ։ Կարապետյանի խոսքով՝ 300 000 աշխատատեղերից իրենք արդյունաբերության մեջ 80 000 աշխատատեղ են նախատեսել, որից 25 000-ը վերամշակող արդյունաբերության մեջ է՝ մետալուրգիա, նավթավերամշակում, տարբեր էլեկտրատեխնիկական արտադրություններ։
