Ադրբեջանում մարդու իրավունքների վիճակը շարունակում է վատթարանալ, քանի որ կառավարությունն ուժեղացրել է բռնաճնշումներն անկախ լրատվամիջոցների, քաղաքական ընդդիմախոսների և քաղաքացիական հասարակության նկատմամբ՝ ճնշելով այլախոհությունը և էլ ավելի ամրապնդելով վախի մթնոլորտը։ Այս մասին ասված է Human Rights Watch իրավապաշտպան կազմակերպության զեկույցում
Իշխանությունները նաև անհիմն քրեական մեղադրանքներ են ներկայացրել վտարանդիության մեջ գտնվող բլոգերների և լրագրողների դեմ՝ նրանց նկատմամբ հեռակա կարգով մեղադրական դատավճիռներ կայացնելով և շարունակել են ընդունել ու կամայականորեն կիրառել քաղաքացիական հասարակությունը կաթվածահար անող օրենքներ: Կալանավայրերում խոշտանգումներն ու դաժան վերաբերմունքը շարունակվել են անպատիժ մնալ։
Շարունակելով անտեսել միջազգային վերահսկողությունը՝ Ադրբեջանը կասեցրել է ՄԱԿ-ի հետ կապված կազմակերպությունների գործունեությունը կամ վտարել դրանց, այդ թվում՝ ՄԱԿ-ի Զարգացման ծրագիրը (ՄԱԶԾ), ՄԱԿ-ի Փախստականների հարցերով գերագույն հանձնակատարի գրասենյակը և Կարմիր խաչի միջազգային կոմիտեն: Իշխանությունները նաև հետ են կանչել մնացած միջազգային լրատվամիջոցների հավատարմագրումը:
Չնայած հայտարարված պարտավորություններին՝ Ադրբեջանը ոչ մի էական քայլ չի ձեռնարկել 2023 թվականի սեպտեմբերին Լեռնային Ղարաբաղից փախած հայերի անվտանգ և արժանապատիվ վերադարձի իրավունքն ապահովելու, ինչպես նաև նրանց գույքային իրավունքները վերականգնելու ուղղությամբ։
