Ութ տարի զավթելով Հայաստանի իշխանության ղեկը՝ Փաշինյանն ու իր թիմը պարբերաբար խոսում են ժողովրդավարությունից, այդ ուղղությամբ իրենց կատարած քայլերից, իսկ Հայաստանի Հանրապետությունն էլ փորձում են ներկայացնել որպես «ժողովրդավարության բաստիոն», որը, իբր, լուրջ հեղինակություն է վայելում միջազգային ասպարեզում։ Սակայն նույնիսկ Փաշինյանին աջակցող Արևմուտքը և նրա իրավապաշտպան կառույցներն արձանագրում են, որ այդ ուղղությամբ լրջագույն խնդիրներ կան։

Միջազգային իրավապաշտպան Human Rights Watch կազմակերպությունը 2025 թվականի զեկույցում փաստում է, որ Հայաստանում մարդու իրավունքների վիճակը մնում է ոչ միանշանակ։ Մի կողմից իշխանությունները շարունակում են բարեփոխումները կոռուպցիայի դեմ պայքարի և օրենքի գերակայության ուղղությամբ, մյուս կողմից պահպանվում են լուրջ մտահոգությունները մարդու իրավունքների ոլորտում, այդ թվում՝ պետության կողմից ուժեղացված վերահսկողության, լրատվամիջոցների ազատության սահմանափակումների, հաշմանդամություն ունեցող անձանց նկատմամբ խտրականության վերաբերյալ։

Մասնավորապես, զեկույցում առանձնացվում են ոստիկանական չարաշահումների դեպքերով իրականացված անարդյունավետ հետաքննությունները, դատական անկախության բացակայությունը, նախնական կալանքի չափից ավելի կիրառումը քրեական դատավարությունների ընթացքում։ Նշվում են նաև կոնկրետ օրենքներ, որոնց արդյունքում իշխանությունն ավելի լայն հասանելիություն է ստացել քաղաքացիների անձնական տվյալներին։

Զեկույցում առանձնահատուկ տեղ են զբաղեցնում 2025 թվականի առաջին վեց ամիսներին լրատվամիջոցների նկատմամբ իրականացված ֆիզիկական և այլ բնույթի ճնշումների տասնյակ դեպքերը, սպառնալիքները, վիրավորանքները, ինչպես նաև զրպարտության մեղադրանքով ներկայացված դատական հայցերը։ Այս ամենը վկայում է, որ նույնիսկ Արևմուտքը չի հավատում Նիկոլ Փաշինյանի հավաստիացումներին, իսկ Հայաստանն ամենևին էլ ժողովրդավարական պետություն չի համարում։
