«Մաքսային կարգավորման մասին» օրենքում լրացմամբ առաջարկվում է լուծել սահմանային անցման կետերում կուտակումների խնդիրը: Այս մասին ասել է ՀՀ պետական եկամուտների կոմիտեի նախագահի տեղակալ Համլետ Սահակյանը Տնտեսական հարցերի մշտական հանձնաժողովի՝ փետրվարի 4-ի նիստում:
Նախագծով Կառավարությունն առաջարկում է ներդնել Հայաստանի Հանրապետությունից մեկնող բեռնատարների կառավարման համակարգ:
Զեկուցողի խոսքով հերթերի կառավարման համակարգ ներդնելու մասով ուսումնասիրվել է Եվրամիության եւ Վրաստանի փորձը: Նաեւ հարցում է իրականացվել բեռնափոխադրմամբ զբաղվող տնտեսավարողների շրջանում, որին մասնակցել է 45 սուբյեկտ: «Հարցվածների շուրջ 87 տոկոսը պատասխանել է, որ հաճախ են հանդիպում հերթերի ցամաքային անցման կետերում, իսկ շուրջ 62 տոկոսը նշել է՝ հերթի սկզբից մինչեւ մաքսային կետ մուտք գործելու տեւողությունը միջինում կազմում է 3 ժամ»,- տեղեկացրել է Համլետ Սահակյանը՝ հավելելով, որ հարցվածների 73 տոկոսն էլ ընդգծել է, որ ցամաքային անցման կետերի մոտակայքում առկա է բեռնատար տրանսպորտային միջոցների վճարովի կայանատեղիի անհրաժեշտություն:
Նշված խնդիրը կարգավորելու նպատակով առաջարկվում է պետական սահմանի ավտոմոբիլային անցման կետերից ոչ ավելի, քան 20 կմ հեռավորության վրա նախատեսել վճարովի կայանատեղիների կազմակերպման գործունեություն, որի շրջանակում կգործի հերթերի կառավարման ավտոմատ էլեկտրոնային համակարգ՝ բեռնատար տրանսպորտային միջոցների շարժի հաշվառման, հերթագրման, անցման կետ մուտք գործելու թույլտվության տրամադրմանն ուղղված անհրաժեշտ տեղեկատվության փոխանակման նպատակով:
Նախատեսվում է, որ Կառավարության կողմից կսահմանվեն հերթերի կառավարման համակարգին միանալու կարգը, կուտակային կայանատեղիների կազմակերպման գործունեություն իրականացնողներին ներկայացվող պահանջները, ՀՀ-ից մեկնող բեռնատար տրանսպորտային միջոցների կուտակային կայանատեղիներում հերթագրման ծառայության վճարի առավելագույն չափը, հերթերի կառավարման համակարգին միանալու նպատակով ներկայացվող դիմումի բովանդակությունը եւ այլն:
Առաջին ընթերցմամբ քննարկված նախագիծն արժանացել է հանձնաժողովի հավանությանը:
