Թոշակառուն և գնաճը

Վերջին շրջանում հանրային լայն քննարկման թեմա է դարձել ՀՀ թոշակառուների սոցիալական վիճակը։ Եվ դա պատահական չէ․ գնաճի պայմաններում հենց թոշակառուներն են ամենախոցելի խումբը, քանի որ նրանց եկամուտները ֆիքսված են, իսկ ծախսերը՝ մշտապես աճող։

Պաշտոնական վերջին տվյալներով Հայաստանում կա մոտ կես միլիոն թոշակառու, որոնց կենսամակարդակը, ըստ պաշտոնական տվյալների, էականորեն չի բարելավվում։ Վիճակագրական կոմիտեի հրապարակած տվյալների վերլուծությունը ցույց է տալիս, որ թոշակառուների ընտանիքներում նվազել է կենսական սննդամթերքների՝ մսի, մրգի, բանջարեղենի, ձկան և հավկիթի սպառումը, ինչը խոսում է նրանց իրական գնողունակության անկման մասին։

Պաշտոնական վիճակագրությամբ արձանագրվող միջին գնաճը չի արտացոլում թոշակառուների իրական կյանքը։ Նրանց սպառման զամբյուղը էապես տարբերվում է միջինից և հիմնականում բաղկացած է ընդամենը մի քանի կենսական ապրանքներից ու ծառայություններից՝ սննդամթերք, դեղորայք, բժշկական ծառայություններ, կոմունալ վճարներ և տրանսպորտ։

Այս ոլորտներում գների աճը վերջին տարիներին բազմաթիվ դեպքերում հասել և նույնիսկ գերազանցել է 20–30 տոկոսը, մինչդեռ թոշակների աճը կամ ինդեքսավորումը եղել է ոչ համաչափ, ուշացած կամ սիմվոլիկ։ Արդյունքում՝ թոշակառուի իրական գնողունակությունը տարեցտարի նվազում է։

Հատկապես մտահոգիչ է դեղորայքի և բժշկական ծառայությունների թանկացումը, քանի որ հենց այս ծախսերն են կազմում թոշակառուի բյուջեի զգալի մասը։ Երբ թոշակը չի բավարարում անգամ բուժման և սննդի նվազագույն պահանջները, արժանապատիվ ծերության մասին խոսելը դառնում է ձևական։
Թոշակառուի խնդիրն այն չէ, որ նա երբևէ չի ստացել 4 մլն դրամ իր առողջության համար, այլ այն, որ այսօր կանգնած է ամեն ամիս ընտրության առաջ՝ գնել դեղը, թե՞ սնունդը, և հենց այս ընտրությունն է սոցիալական իրականության ամենացավոտ արտացոլումը։

Այս իրավիճակում անհրաժեշտ են համակարգային լուծումներ․

• Թոշակառուների համար պետք է հաշվարկվի և հրապարակվի առանձին՝ «թոշակառուի սպառողական զամբյուղի» գնաճի ցուցանիշ։

• Թոշակները պետք է ինդեքսավորվեն ոչ թե ընդհանուր միջին գնաճով, այլ հենց այդ զամբյուղի իրական թանկացման հիման վրա։

• Անհրաժեշտ է ապահովել դեղորայքի և բժշկական ծառայությունների հասանելիություն՝ գների վերահսկման և պետական աջակցման մեխանիզմների միջոցով։

• Կենսաթոշակային քաղաքականությունը պետք է դիտարկվի ոչ թե որպես բյուջետային բեռ, այլ որպես պետության պարտք այն մարդկանց հանդեպ, ովքեր տարիներ շարունակ աշխատել և մասնակցել են երկրի զարգացմանը։

Թոշակառուի համար գնաճը տոկոս չէ, այլ ընտրություն՝ գնել դեղը, թե՞ հացը, և պետության իրական արժեքը չափվում է հենց այդ ընտրությունը չթույլատրելու կարողությամբ։
