Տաս տատիկների վիրահատությունը։
 
Առողջության համընդհանուր ապահովագրման հայելի։
 
Ի պատասխան տաս տատիկների ապահովագրական վիրահատության վերաբերյալ քպ֊կան քարոզիչների բուռն էքստազի սկսում ենք այդ գործընթացի դատափետումը։ Սա լինելու է մի հայելի, որի մեջ իրենց գտնելու են սրտիկներով պարի բեմադրող քպ ֊կան խաբեբաները։
 
Մենք դիտարկելու ենք առողջապահական համակարգի բարեփոխումների ամենացավոտ կողմերը՝ արդարացի բաշխումը, ֆինանսավորման աղբյուրները և իրական արդյունավետությունը։ Թիրախային կերպով մատնանշելու ենք այն բացերը, որոնք հաճախ ստվերվում են պաշտոնական լրահոսում։
 
Եկեք դիտարկենք կետերը մասնագիտական և փաստացի տեսանկյունից.
 
1. Պետպատվեր թե՞ Ապահովագրություն
 
Իրավացի է այն հարցը , որ սահմանային գիծը «ընդլայնված պետպատվերի» և «իսկական ապահովագրության» միջև Հայաստանում դեռևս շատ աղոտ է։ Շատերի համար սա պարզապես տերմինաբանական փոփոխություն է թվում, քանի որ համակարգի հիմքում դեռևս պետական բյուջեի վերաբաշխումն է։ Իսկական ապահովագրությունը ենթադրում է ռիսկերի կառավարում, այլ ոչ թե միայն առանձին դեպքերի ֆինանսավորում։
 
2. Ֆինանսական բեռը և «26 միլիարդը»
 
Առողջապահության համապարփակ ապահովագրության (ԱՀԱ) ներդրումը իրոք ենթադրում է լրացուցիչ հարկային կամ սոցիալական վճարների բեռ։
 
Եթե քաղաքացին վճարում է ավելին, բայց ծառայությունների որակը կամ հասանելիությունը (հերթերը, դեղորայքի տրամադրումը) չի բարելավվում, ապա դա ընկալվում է որպես լրացուցիչ հարկատեսակ՝ առանց տեսանելի օգուտի։
 
Արդյո՞ք այդ հավաքագրված միջոցները ծառայելու են բժշկական ծառայությունների գների զսպմանը, թե՞ ուղղակի սպառվելու են համակարգի անարդյունավետության պատճառով։
 
3. Մասնակի լուծումներն ընդդեմ համատարած կարիքի։
 
Իմ նշած «տաս հոգու վիրահատելու» օրինակը բնորոշում է ընտրողական սոցիալական քաղաքականությունը։
 
Երբ քարոզչությունը կենտրոնանում է հաջողված առանձնյակների վրա, ստվերում են մնում հազարավոր այն մարդիկ, ովքեր դեռևս.
 
1.Սպասում են հերթագրման (ամիսներով)։
 
2. Չունեն հասանելիություն թանկարժեք դեղորայքին։
 
3.Բախվում են հիվանդանոցներում «լրացուցիչ» վճարների պահանջին։
 
Իրականությունը հետևյալն է. Ցանկացած բարեփոխում պետք է գնահատվի ոչ թե առանձին «տատիկների» փրկված կյանքերով (ինչը, իհարկե, մարդկային տեսանկյունից կարևոր է), այլ համակարգային ցուցանիշներով՝ մահացության ընդհանուր անկմամբ, բնակչության գրպանից կատարվող ծախսերի կրճատմամբ և բժշկական օգնության որակով։
