ՆՈՐԱԳՅՈՒՂԻ ՆԱԽԱԳԻԾԸ. ՄԻԼԻԱՐԴԱՎՈՐ ԴՈԼԱՐՆԵՐԻ ՓՈՐՁԱՆՔ՝ «ԱՉՔԱՉԱՓՈՎ»
Այն, ինչ այսօր տեղի է ունենում մեր երկրի տնտեսական առաջնահերթությունների հետ, այլևս պարզապես սխալ չէ. սա վտանգավոր անպատասխանատվություն է։ Մինչ մեր պապերին ու տատիկներին ստիպում են «հետվճարի» (cashback) նվաստացուցիչ խաղեր խաղալ սեփական թոշակը ստանալու համար, կառավարությունը պատրաստվում է միլիարդավոր դրամներ փոշիացնել մի նախագծի վրա, որի ռիսկերը նույնիսկ իրենք չեն պատկերացնում։
 
ՓԱՍՏ 1. Պարտքի անդունդը
 
Հայաստանի պետական պարտքը հասել է աստղաբաշխական 14.5 մլրդ դոլարի։ Միայն այդ պարտքի տոկոսները մարելու համար մենք տարեկան վճարում ենք 1.1 մլրդ դոլար։ Սա այն գումարն է, որը կարող էր ուղղվել թոշակների իրական բարձրացմանը, բանակին կամ գիտությանը։
 
ՓԱՍՏ 2. Նորագյուղի «արկածախնդրությունը»
 
Կառավարությունը որոշել է քանդել Նորագյուղ թաղամասը, գնել տները և տեղում կառուցել հսկայական թաղամաս՝ 65,000 բնակչի համար։ Պատկերացրեք՝ մի ամբողջ քաղաք՝ մեկ թաղամասի մեջ։
 
ՓԱՍՏ 3. «Ոչինչ չգիտենք, բայց կառուցում ենք»
 
Ամենացնցողը կառավարության վերջին նիստն էր։ Պարզվեց, որ այս հսկայածավալ ծախսերը նախատեսելիս պաշտոնյաները ՈՉԻՆՉ ՉԳԻՏԵՆ ռիսկերի մասին.
 
* Չկան սեյսմիկ հստակ հետազոտություններ։
* Չկան երկրաբանական լուրջ եզրակացություններ։
* Չկան հաշվարկներ, թե ինչ կլինի, եթե այդտեղ բարձրահարկեր շարվեն։
 
Մենք ապրում ենք բարձր սեյսմիկ գոտում։ 65,000 մարդու կյանքը վտանգի տակ դնել մի տարածքում, որի սեյսմիկ կայունության մասին կառավարության նիստին ասվում է «դեռ պետք է ուսումնասիրենք», ուղղակի հանցագործություն է։
 
ՀԱՐՑԵՐԻ ՀԱՐՑԸ
 
Ինչո՞ւ է կառավարությունը պատրաստ միլիարդավոր դրամներ լցնել «բետոնի» մեջ, որի վտանգները նույնիսկ չի հաշվարկել, բայց միևնույն ժամանակ հայտարարում է, որ «փող չկա» թոշակառուների կյանքը 5,000-10,000 դրամով իրական բարձրացնելու համար։
 
Ինչո՞ւ ենք մենք թույլ տալիս, որ մեր ու մեր թոռների վրա կուտակվող միլիարդավոր դոլարների պարտքը ծախսվի «աչքաչափով» արվող նախագծերի վրա, որոնք կարող են դառնալ հերթական աղետի պատճառը։
 
ՄԵՐ ՊԱՀԱՆՋԸ.
 
1. Դադարեցնել բյուջետային միջոցների անարդյունավետ վատնումը կասկածելի շինարարական նախագծերի վրա։
 
2. Գումարներն ուղղել սոցիալական առաջնահերթություններին՝ թոշակների և նպաստների իրական (ոչ քարտային խաղերով) բարձրացմանը։
 
3. Չիրականացնել ոչ մի նախագիծ սեյսմիկ գոտում՝ առանց անկախ և միջազգային փորձաքննության։
Մենք չենք ուզում նոր փորձանքներ։ Մենք ուզում ենք արժանապատիվ ծերություն և անվտանգ ապագա։
