Փաշինյանը կրկին քննադատում է ՀԱՊԿ-ին

Նիկոլ Փաշինյանը կրկին քննադատում է ՀԱՊԿ-ին։ ՀՀ Զինված ուժերի կազմավորման 34-րդ տարեդարձի առթիվ շնորհավորական ուղերձում նա գրել է, թե վերջին տարիներին հսկայական ներդրումներ և բարեփոխումներ են արվել Հայաստանի բանակում, հսկայական քանակությամբ ժամանակակից սպառազինություն և ռազմական տեխնիկա է ձեռք բերվել, «այնպիսի որակի և պարամետրերի, որ մեր բանակը երբեք չի ունեցել»։ Նրա խոսքով՝ սրա համար ծախսվել են մեծ ֆինանսական միջոցներ, որովհետև ձեռք բերված տեխնիկան թանկարժեք է և քանակական։ «Բայց նաև պետք է պատասխան հնչի մի շատ կարևոր հարցի․ իսկ ինչո՞ւ այս նույնը չի արվել 2018-ից 2022 թվականներին»,– նշել է Փաշինյանը։
«Սպառազինություն և տեխնիկայի վաճառքի պոտենցիալ ունեցող մեր գրեթե բոլոր միջազգային գործընկերները քաղաքավարի մերժում էին Հայաստանի Հանրապետությանը զենք վաճառել՝ երկու հիմնական պատճառաբանությամբ․
1․ Վստահ չէին, որ այդ զենքը չէր տեղակայվի ՀՀ միջազգայնորեն ճանաչված տարածքից դուրս։
2․ Վստահ չէին, որ այդ զենքերի գաղտնի պարամետրերը հասանելի չէին դառնա ՀԱՊԿ-ին, որին ՀՀ-ի անդամակցությունը նույնպես խոչընդոտ էր նման գործարքներ կնքելու համար։
Իսկ ՀԱՊԿ գործընկերները 2022 թվականի սեպտեմբերի դրությամբ հրաժարվում էին կատարել ՀՀ անվտանգությունն ու տարածքային ամբողջականությունը երաշխավորելու մեր նկատմամբ ունեցած պայմանագրային պարտավորությունները։ Հրաժարվում էին նաև մատակարարել հարյուր միլիոնավոր դոլարի սպառազինություն և տեխնիկա, ինչի համար վճարումները Հայաստանի Հանրապետությունն արդեն կատարել էր»,– գրել է նա՝ կրկին հիշելով պրահյան հայտարարությունները, որոնցով Արցախը հանձնվեց Ադրբեջանին։
Ընդդիմությունն ու վերլուծաբանները փաստում են, որ ՀԱՊԿ-ի հետ հարաբերությունները փչացրել է հենց գործող իշխանությունը։ Փաշինյանի այս ուղերձից կարելի է հստակ տպավորություն ստանալ, որ Հայաստանի գործող իշխանությունները վերջնական որոշում են կայացրել ՀԱՊԿ-ի մասով և վաղ թե ուշ լքելու են այդ կառույցը։ Առայժմ, սակայն, Փաշինյանը դեռևս չի գնում նման քայլի՝ մտավախություն ունենալով խորհրդարանական ընտրությունների կապակցությամբ։ Ընտրություններից հետո, եթե նրան հաջողվի վերարտադրվել, Հայաստանը սկսելու է ՀԱՊԿ-ից հեռացման գործընթաց, ինչը շղթայական բերելու է նաև ԵԱՏՄ-ից և ԱՊՀ-ից հեռացման, քանի որ Ռուսաստանը թույլ չի տա Հայաստանին մնալ մի դաշինքում՝ լքելով մյուսը։
Բազմիցս Մոսկվայից նման հայտարարություններ հնչել են, իսկ գործող իշխանությունները ամենևին էլ մտադիր չեն պահպանել Ռուսաստանի հետ հարաբերությունները, բայց և սպասում են խորհրդարանական ընտրություններին՝ խնդիրներից հնարավորինս խուսափելու նպատակով։
