Հանրային դաշինք. Միահեծան իշխանությունը բացառելու նախաձեռնություն

Մենք՝ «Հանրային դաշինք» քաղաքացիական նախաձեռնության մասնակիցներս, համախմբվել ենք Հայաստանի քաղաքական համակարգի խորքային ճգնաժամն արձանագրելու և դրա պատճառների շուրջ հանրային խոսք ձևավորելու նպատակով։
Մեր համոզմամբ՝ երկրի հիմնական խնդիրը ոչ թե կոնկրետ անձերն են, այլ միահեծան իշխանության ինստիտուցիոնալ մոդելը, որն ամրապնդվել է 2015 թվականի սահմանադրական փոփոխություններով։
Այս համակարգը վերարտադրում է իշխանության գերկենտրոնացում, ճյուղերի ձևական տարանջատում, անկախ մարմինների քաղաքական կախվածություն և վերահսկողության մեխանիզմների թուլացում։
«Հանրային դաշինքը» քաղաքացիական հարթակ է, որն իր անելիքները կենտրոնացնում է երկու ուղղությամբ՝
- քաղաքական ուժերից ստանալ հստակ դիրքորոշում՝ երկրի ներսում միահեծան իշխանությունը բացառող սահմանադրական բարեփոխումների վերաբերյալ,
- հասարակության քաղաքական գիտակցությունը բարձրացնել, մատնանշելով, որ Հայաստանի հիմնական մարտահրավերը ոչ թե կոնկրետ անձերն են կամ առանձին ճամբարները, այլ ինստիտուցիոնալ միահեծան իշխանական համակարգը։
Դաշինքն իր դերակատարությունը տեսնում է նաև որպես կամուրջ հանրության և ընտրական գործընթացների միջև՝ հատկապես 2026 թվականի ընտրությունների համատեքստում, նպաստելով քաղաքացիների իրազեկվածության բարձրացմանը և ժողովրդավարական փոփոխությունների հանրային պահանջի ձևավորմանը։
