Ինչ գործարաններ պիտի կառուցվեն Հայաստանում ու ինչու

Սամվել Կարապետյանի տնտեսական ծրագրի շնորհանդեսի ընթացքում «Մեր ձևով» շարժման համակարգող Նարեկ Կարապետյանը ներկայացրեց, թե ինչ մոտեցումներով է նախատեսվում զարգացնել արտադրությունը Հայաստանում և կառուցել նոր գործարաններ։
Նրա խոսքով՝ Հայաստանը տարեկան իրականացնում է շուրջ 7 միլիարդ դոլարի ներմուծում, մինչդեռ արտահանման ծավալները զգալիորեն ավելի ցածր են։ Արդյունքում՝ ներմուծման և արտահանման տարբերությունը հասնում է մոտ 4 միլիարդ դոլարի, ինչը նշանակում է, որ երկիրը տարեկան ավելի շատ գումար է դուրս հանում, քան ստանում։ Այս բացը, ինչպես նշեց Կարապետյանը, հիմնականում փակվում է արտերկրից ուղարկվող փոխանցումների կամ պետական պարտքի հաշվին։
Նարեկ Կարապետյանը ուշադրություն հրավիրեց այն հանգամանքի վրա, որ ներմուծվող ապրանքների շարքում երկրորդ տեղում են նավթամթերքները։ Այդ համատեքստում առաջարկվում է Հայաստանում հիմնել նավթամթերքի վերամշակման գործարան, որը կարող է ունենալ տարեկան մոտ կես միլիարդ դոլարի շրջանառություն։ Նա ընդգծեց նաև, որ անհրաժեշտ է լուծել գազի մեծ ծավալներով ներմուծման հարցը։
Բանախոսի խոսքով՝ Հայաստանը Իրանի հետ ունի գործող պայմանավորվածություններ, որոնց շրջանակում Իրանը պատրաստ է գազ մատակարարել՝ փոխարենը ստանալով էլեկտրաէներգիա։ Այդ հնարավորությունից օգտվելով՝ նախատեսվում է երկրում ստեղծել ջերմաէլեկտրակայաններ, այդ թվում՝ Իրանի հետ սահմանին։ Կարապետյանի գնահատմամբ՝ այս նախագիծը կարող է Հայաստանին բերել տարեկան շուրջ կես միլիարդ դոլարի եկամուտ, որը համադրելի է թոշակային ֆոնդի ծավալի հետ։
Նա նշեց նաև, որ Հայաստանը տարեկան ներմուծում է մոտ 70 միլիոն դոլարի թռչնամիս, այն դեպքում, երբ գյուղական համայնքները դատարկվում են։ Ըստ Կարապետյանի՝ սա ևս վկայում է, որ երկրում կան արտադրության զարգացման լայն հնարավորություններ տարբեր ոլորտներում։
Նարեկ Կարապետյանի խոսքով՝ պետությունը պետք է փոխի իր մոտեցումը և ոչ թե սպասի ներդրողներին, այլ ինքը հանդես գա նախաձեռնություններով։ Նա ներկայացրեց ներդրումային մոդել, ըստ որի՝ Չինաստանի արտահանման ընկերությունները պատրաստ են ֆինանսավորել ներդրումների մինչև 70 տոկոսը, օրինակ՝ նավթամշակման կամ պղնձի վերամշակման գործարանների կառուցման դեպքում։
Առաջարկվող մոդելի համաձայն՝ ներդրման 15 տոկոսը կֆինանսավորի պետությունը, ևս 15 տոկոսը՝ ներդրողը, իսկ մնացած 70 տոկոսը՝ չինական արտահանող ընկերությունը։ Կարապետյանի խոսքով՝ այս կերպ պետությունը ապահովում է 100 տոկոսանոց ներդրում երկրի ներսում, որը հետագայում վերադարձվում է հարկային մուտքերի միջոցով։
Նա ընդգծեց, որ նույն տրամաբանությամբ նախատեսվում է կառուցել նաև մյուս արտադրական ձեռնարկությունները, ինչը, ծրագրի հեղինակների համոզմամբ, կդառնա գործազրկության նվազեցման և տնտեսական ակտիվության աճի կարևոր գործոն։
