Անսահման ցինիզմ և ոչ մի փաստարկ։ Այսպես կարելի է գնահատել Հայաստանի պաշտպանության նախարար Սուրեն Պապիկյանի երեկ տված ասուլիսը հայաստանյան լրատվամիջոցներին։ Երկու ժամ շարունակ Պապիկյանը լկտի հայտարարություններ է արել ընդդիմախոսների հասցեին, բայց այդպես էլ չի կարողացել փաստարկված բացատրել, թե ինչու են Հայաստանի իշխանությունները կրճատում ռազմական բյուջեն, զինվորական ծառայությունը և ինչու իրենց խոստացած տարբեր բարեփոխումներ այդպես էլ չեն կատարվել։ Իշխանությունը շարունակում է պնդել, որ պաշտպանության ծախսերը 2018 թվականի հետ համեմատած ավելացել են 1,1 միլիարդ դոլարով։ Միևնույն ժամանակ, 2026 թվականի բյուջեի նախագծով կառավարությունը մտադիր է ավելի քան 15 տոկոսով կրճատել ռազմական բյուջեն։
Ըստ ընդդիմության՝ այս որոշումն ընդունվել է Բաքվի պահանջով, մինչդեռ նույն Ադրբեջանը այս տարվա բյուջեում պաշտպանական ծախսերի համար ավելի շատ գումար է հատկացրել, քան 2025 թ․-ին։ Պապիկյանը այս հայտարարությանն ի պատասխան պնդում է, թե չի պատրաստվում որևէ երկրի, այդ թվում՝ Ադրբեջանի հետ մրցավազքի մեջ մտնել, և սա Երևանի պաշտոնական դիրքորոշումն է։ Մինչդեռ թշնամի երկիրը անընդհատ զինվում է, նոր զինատեսակներ գնում այլ երկրներից՝ պատրաստվելով, եթե ոչ ռազմական էսկալացիայի, ապա իր ռազմական ուժով քաղաքական հարցեր լուծելու և ընդհուպ կախվածության մեջ գցելու Հայաստանին, իսկ գործող իշխանությունները փոխարենը զբաղված են բյուջեն մսխելով տարատեսակ ծրագրերի վրա։ Պապիկյանը վստահեցնում է՝ հայկական բանակը համալրվելու է, բայց համալրումը շարունակվելու է պայմանագրային սկզբունքով։
Փոխարենը միայն այս տարվա ընթացքում 6–7 անգամ վարժական հավաքներ են տեղի ունենալու, երբ մարդկանց պարզապես կտրում են իրենց աշխատանքից, միջավայրից, տանում հավաքների, որից երկու շաբաթը կանգնեցնում դիրքերում՝ այդ կերպ փորձելով լուծել համալրման խնդիրը։ Ի՞նչ է սա, եթե ոչ պարզ դավաճանություն Հայաստանի և հայկական զինված ուժերի նկատմամբ։
