Վահե Հովհաննիսյանը տելեգրամյան իր ալիքում գրում է.
Հայաստանյան այս աննորմալ վիճակը պահվում է ոչ թե «ուխտաերթի» կազմակերպիչների կամ դրա մասնակիցների ուժի կամ պայքարողների ոչ բավարար պայքարի շնորհիվ, այլ՝ լռողների լոության։
Մայր Աթոռում քացի տվողների քանակն ավելանալու էական պոտենցիալ չունի, տիրադավների «պատարագներին» մասնակցողների քանակը՝ նույնպես։ Լավ, ենթադրենք՝ ավելի ճնշեցին պետական համակարգին, մի շերտ էլ բերեցին. դրանից քիչ բան կփոխվի։
Սկզբունքային քաղաքացիական կեցվածք ունեցողների, հրապարակավ պայքարողների շերտը նույնպես ավելանալու մեծ պոտենցիալ չունի։ Ով պիտի որոշեր, որ սա իր համար մարդկայնորեն անընդունելի է, և ինքը չպետք է լռի, արդեն վաղուց պայքարում է ։
Ու ձևավորվել է անոմալ ստատուս քվո, որի ընթացքում պետությունը մաշվում է, հանրային կյանքը՝ դեգրադացվում, ռիսկերն օր օրի մեծանում են։
Իրավիճակը հանգուցալուծելու են լռողները։ Լռողների լռությունը, շարունակվելու դեպքում, մեղսակցության է վերածվում։ Ի դեպ, մենք աններելի լռության մեծ փորձ ունենք. Արցախի շրջափակման ինն ամիսների մասին է խոսքը, երբ լռեց ոչ միայն լռության հասարակությունը, այլև՝ դրան արթնացնելու կոչված վերնախավերը։
Իմ խորին համոզմամբ, լռողների հասարակության մեջ զգալի տոկոս են կազմում նորմալ, պարկեշտ մարդիկ, որոնց համար նույնպես կատարվողը այլանդակություն է։ Լռողների հասարակությունն ընտրությունների ժամանակ ստանում է փայլուն հնարավորություն՝ լուռ, առանց իրենց համար ավելորդ ռիսկի կատարել իրենց մարդկային քայլը՝ պարզապես քվեարկել փոփոխության օգտին։
Բայց հույսը դնել միայն մեկ օրվա վրա, մեծագույն սխալ է։ Լռողների վերափոխումը պահանջում է քաղաքական մենեջմենթ։ Լռողների սոցիալական շերտերին պետք է տալ, առաջարկել մասնակցության (ասել է թե՝ չլռելու) տարբերակներ։ Իրական լիդերությունը հենց դա է՝ կարողանալ կոտրել լռողների լռությունը։ Այլապես, միայն համակիրների կամ ակտիվ հանրային շրջանակներում դիրքավորվելը մեծ արդյունք չի տա։ Բոլորն էլ գիտեն, որ հարյուր հազարավոր հայկական ընտանիքներում վերջին բառերով են խոսում եկեղեցու դեմ տարվող արշավի մասին, բայց ակտիվ պայքարի շարքերը մնում են նույնը։ Այս պարադոքսի լուծումը ճիշտ մենեջմենթի մեջ է։
