Փաշինյանի թիրախում ռուսական և ընդդիմադիր հեռուտաալիքներն են

Հայաստանի կառավարությունն իր երեկվա նիստում հաստատել է ԲՏԱՆ կողմից ներկայացված «Տեսալսողական մեդիայի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին ՀՀ օրենքի նախագիծը, որն առաջիկայում կուղարկվի խորհրդարան՝ քննարկման և հաստատման համար։ Օրենքով կարգելվի սահմանադրական կարգը բռնի տապալելու, բռնություն և դաժանություն քարոզելու նպատակ հետապնդող բովանդակության տարածումը, կարգելվի նաև օտարերկրյա հեռուստառադիոծրագրերում ՀՀ ներքաղաքական կյանքին միջամտող բովանդակության տարածումը։ Նախագծով առաջարկվում է վերանայել և հստակեցնել տեսալսողական հաղորդումների չարաշահման արգելքները՝ սահմանելով դրանց կիրառման առավել կոնկրետ դեպքերը։
Մասնավորապես, օրենքով կարգելվի սահմանադրական կարգը բռնի տապալելու, պատերազմ քարոզելու, բռնություն և դաժանություն քարոզելու կամ նման նպատակ հետապնդող բովանդակության տարածումը։ Փոփոխություններով նախատեսվում է սահմանել նաև նոր դրույթ, ըստ որի՝ կարգելվի օտարերկրյա տեսալսողական ծրագրերում Հայաստանի ներքաղաքական կյանքին միջամտող բովանդակության տարածումը։ Օրենքի այս նախագծով փաշինյանական իշխանությունը մեկ ձեռքով ցանկանում է երկու ձմերուկ բռնել։
Ակնհայտորեն այս օրենքը առաջին հերթին ուղղված է Հայաստանում հանրային մուլտիպլեքսում հեռարձակվող ռուսական երեք հեռուստաընկերությունների դեմ, որոնք վերջին շրջանում բավականին կոշտ քննադատություն են հնչեցրել Նիկոլ Փաշինյանի և նրա թիմի հասցեին։ Մի քանի անգամ Հայաստանի իշխանությունները իրենց դժգոհությունն են հայտնել հենց ռուս գործընկերներին, բայց այժմ ցանկանում են օրենսդրական կարգով ընդհանրապես փակել ռուսական ալիքները։ Բնականաբար, խորհրդարանական առաջիկա ընտրություններից առաջ ռուսական հեռուստաընկերությունների գործունեությունը Հայաստանում լրջորեն մտահոգում է գործող իշխանություններին, դրա համար էլ հենց մշակվել է օրենքի այս նախագիծը։
Մեր տեղեկություններով, նախագծի մշակմանը նաև եվրոպացիներ են մասնակցել, իսկ այս օրենքը մոտավորապես նման է Մոլդովայում ընդունված համապատասխան օրենքին։ Ռուսական հեռուստաալիքներից բացի, թիրախավորում, թիրախում են նաև Հայաստանում գործող ընդդիմադիր հեռուստաընկերությունները, իսկ օրենքի անկատար և անորոշ ձևակերպումները գործող իշխանություններին հնարավորություն են տալու փակել նաև ընդդիմադիր հեռուստաընկերությունները, դրանք ներկայացնելով իբր սահմանադրական կարգը բռնի տապալելու, բռնություն և դաժանություն քարոզելո՛ւ նպատակ հետապնդող բովանդակություն։
Խորհրդարանում, իհարկե, բավականին թեժ քննարկումներ կլինեն այս օրենքի վերաբերյալ, բայց և ընդդիմությանը, հաշվի առնելով ընդդիմադիր պատգամավորների սակավությունը, դժվար թե հաջողվի ինչ-որ կերպ կանխել վտանգավոր այս զարգացումը։
