Իշխանական հեքիաթները դաշնակցական փաթեթավորմամբ

Հայաստանի քաղաքական դաշտը նոր ձևով է դիմավորում 2017 թվականի խորհրդարանական ընտրությունները: Քաղաքական ուժերը տարբեր մոտեցումներ ու ծրագրեր են փորձում իրականացնել հաղթահարելու համար սպասվող մարտահրավերները: Ինչպես և սպասվում էր, Սահամանադրական բարեփոխումների հանրաքվեից հետո, իշխանությունները բանակցությունների սեղանի մոտ կանչեցին գործընթացի աջակիցներից ՀՅԴ-ին:
Փոխվել են խաղի կանոնները հետևաբար իշխանություններն էլ խնդիր ունեն թարմացնելու հետագա մարտավարությունը: Ակնհայտ է, որ սպասվող վերադասավորումները բովանդակային առումով չեն թուլացնելու իշխանություններին: Խոսքը գնում է այն մասին, որ ՀՀԿ-ՀՅԴ համագործակցությունը չի ենթադրում իշխանության լիարժեք կիսում:
Միամտություն կլինի հավատալ իշխանության կողմից անընդհատ շրջանառվող այն թեզին, թե վերջիններս գնում են փոխզիջումների ու դրա համար էլ կիսում են քաղաքական մենաշնորհը մեկ այլ ուժի հետ:
Խնդիրը նրանում է, որ տեղի ունեցող փոփոխությունները չեն ենթադրում մրցակցության ավելացում կամ ուժերի ապակայունացում գործադիր մարմնի ներսում: Պետք չէ ունենալ քաղաքագիտական լուրջ գիտելիքներ, որպեսզի չհասկանալ, որ այն ինչ փորձում է համոզել իշխանությունը երգիծանգի ժանրից է:
Ի՞նչ քաղաքական մենաշնորհից ազատվելու մասին է խոսքը, եթե կառավարությունը շուտով հյուրընկալելու Դավիթ Լոքյանին և Լևոն Մկրտչյանին: Լոքյանը և ներկայիս կառավարության ղեկավար Հովիկ Աբրահամյանն ունեն բարեկամական կապեր (քավոր-սանիկ): Լևոն Մկրտչյանի և Աբրահամյանի հարաբերությունները նույնպես բավականին հարթ են եղել: Նրանք երկար տարիներ աշխատել են միմյանց հետ ու բավականին լավ հարաբերություններ ունեն:
Ի՞նչ եք կարծում, այս պայմաններում արդյոք միամտություն չէ ակնկալել քաղաքական մենաշնորհի չեզոքացում: Արդյո՞ք նման ընկերական ու բարեկամական հարաբերությունները կարող են որոշակի ազդեցություն ունենալ կառավարության կողմից իրականացվող քաղաքականության, ռազմավարության վրա ու ենթադրել՝ գոնե չնչին փոփոխություն: Կարծում եմ ոչ:
Այն ինչ անում են այսօր ՀՀԿ-ն և ՀՅԴ-ն դասական իմաստով կոչվում է քաղաքական առևտուր՝ պաշտոն՝ մատուցած քաղաքական ծառայությունների դիմաց:
Այսպիսով կարելի է հստակ փաստել, որ երկու կառույցի մերձեցումը չի ենթադրում լուրջ փոփոխություններ և չարժե սպասելՙ, որ գործադիր կամ օրենսդիր մարմնի կողմից իրականացվող քաղաքականությունը ՀՅԴ-ի հետ համագործակցությունից հետո կտարբերվի մինչ այդ եղածից:
Ակնհայտ է, որ ՀՅԴ-ին բերում են իշխանական շարքեր քաղաքական ու տնտեսական պատասխանատվության սլաքները որոշակիորեն նրանց վրա թեքելու համար:
Միամտություն կլինի ենթադրել, թե ՀՀԿ-ն կոմպրոմիսի է գնում և դա է պատճառը, որ կիսում է իշխանությունը:
