Փաշինյանը խնդիրների է բախվելու նոր Սահմանադրության հարցում
ANALYSIS
Նիկոլ Փաշինյանի գլխավորությամբ տեղի է ունեցել Սահմանադրական բարեփոխումների խորհրդի նիստը։ Կառավարության հաղորդմամբ՝ «մանրամասներ են ներկայացվել իշխանությունների լիարժեք հավասարակշռման և փոխզսպման մեխանիզմների ամրապնդման, իրավական կառուցակարգերի հետագա կատարելագործման, հանրային կառավարման ինստիտուտների արդյունավետության բարձրացման, ինչպես նաև սահմանադրական ինստիտուտների կայունության և գործունակության ապահովմանն ուղղված կարգավորումների վերաբերյալ»։
Նշվում է, թե Սահմանադրական կարգավորումների վերանայմանն առնչվող հարցերի շրջանակում ծավալվել է մտքերի փոխանակություն, ներկայացվել են դիտարկումներ և առաջարկություններ՝ սահմանադրական սկզբունքների, իրավական կանխատեսելիության, ինչպես նաև իրավական պետության ամրապնդման տեսանկյունից։
Թեպետ Փաշինյանն արդեն իսկ որոշում է կայացրել, որ սահմանադրական հանրաքվեն խորհրդարանական ընտրությունների հետ միաժամանակ չի անցկացվելու, բայց և գործող իշխանությունները շտապում են ներկայացնելու նոր Սահմանադրության իրենց մակետը՝ դա ևս օգտագործելու նախընտրական քարոզչության մեջ, ինչպես նաև Ադրբեջանի հետ շփումներում։ Փաշինյանական իշխանությունը հրաշալի հասկանում է, որ չափազանց լուրջ խնդիրների է բախվելու նոր Սահմանադրություն անցկացնելու հարցում։
Հանրությունն իր գերակշիռ մեծամասնությամբ դեմ է այն Սահմանադրությանը, որը փորձում են փաթաթել իր վզին, որտեղ Ադրբեջանի կողմից ներկայացված նախապայմանների կատարումն է լինելու։ Փաշինյանական իշխանությունը փորձում է հնարավորինս մանևրել, խուսանավել և իր թուրք-ադրբեջանական գործընկերներին համոզել, թե իբր իրենք խիստ շահագրգռված են Սահմանադրության ընդունմամբ։ Խորհրդարանական ընտրություններից հետո, եթե Նիկոլ Փաշինյանին հաջողվի մեծամասնություն ձևավորել, իշխանություններն արդեն սկսելու են լուրջ աշխատանք տանել Սահմանադրության ընդունման ուղղությամբ։
Ըստ ամենայնի, այդ հանրաքվեն, նման զարգացման դեպքում, տեղի կունենա 2027 թվականին, իսկ մինչ այդ գործող իշխանությունները ունեն թիվ մեկ կարևորության խնդիր՝ ամեն գնով վերարտադրվել 2026 թվականին։
