Փոստանջյանն օմբուդսմենի «անդիպլո՞մ» թեկնածու

Ազգային ժողովի Պետաիրավական հանձնաժողովում ակտիվ քննարկվում է Մարդու իրավունքների պաշտպանի թեկնածուների հարցը: ՀՀԿ խմբակցության անդամներն ակտիվորեն գրոհ են սկսել օմբուդսմենի թեկնածու, «Ժառանգություն» խմբակցության ղեկավար Զարուհի Փոստանջյանի նկատմամբ, գրոհին միացել է նաև դաշնակցական պատգամավոր Արծվիկ Մինասյանը:
Կրկնվող և խաչաձև հարցերին զուգահեռ Պետաիրավական հանձնաժողովի նախագահ Հովհաննես Սահակյանը տեղեկացրեց, որ Փոստանջյանը ներկայացրել է իր դիպլոմը, որը պետական նմուշի չէ: Սահակյանն ասաց, որ եթե հանձնաժողովը Փոստանջյանին ընտրի որպես թեկնածու և ներկայացնի նիստին, ապա Փոստանջյանը պետք է համապատասխան փաստաթուղթ ներկայացնի, որը վկայում է՝ դիպլոմը պետական է, այլապես դա խախտում է Մարդու իրավունքների պաշտպանի մասին օրենքի համապատասխան հոդվածը: Փոստանջյանն արձագանքեց, որ իր դիպլոմը ոչ պետական նմուշ է, և եթե դա խախտում է, ապա իրեն կարող էին և չգրանցել: Սահակյանն ասաց, որ գրանցումը չեղյալ չի համարում, որպեսզի Փոստանջյանը չհայտարարի, թե դա քաղաքական դրդապատճառներից է արվում:
Հիշեցնենք, որ Փոստանջանը 1994-1999 թվականներին սովորել է Երևանի «ՄՅՈՒԴ» իրավաբանական ինստիտուտում, որից հետո տարբեր ժամանակահատվածներում վերապատրաստվել է ԱՄՆ-ում, Շվեդիայում և Լեհաստանում։ Իսկ Մարդու իրավունքների պաշտպանի մասին օրենքի հոդված 3-ի 1-ի կետի համաձայն՝ Պաշտպանի պաշտոնում նշանակվում է 35 տարին լրացած Հայաստանի Հանրապետության այն քաղաքացին, ով ունի բարձրագույն կրթություն, մարդու իրավունքների եւ հիմնարար ազատությունների պաշտպանության բնագավառում անհրաժեշտ գիտելիքներ և փորձ, հասարակության մեջ վայելում է բարձր հեղինակություն։
Նկատենք, որ ոչ պետական նմուշի դիպլոմը չի համարվում բարձրագույն կրթությունը հավաստիացնող փաստաթուղթ:
