Իրավաբաններն ու ֆինանսական խորհրդատուները հայտնել են, որ ԵՄ սև ցուցակի պատճառով խստացվել է ռուսական գործարքների վերահսկողությունը. Հայաստանի և Սերբիայի բանկերը սկսել են կասեցնել գործարքները, մինչդեռ Ղազախստանի, Տաջիկստանի և Օմանի բանկերը խստացրել են անհատական գործարքների ստուգումները։ Դրա մասին հաղորդում է РБК-ն:
Փորձագետները նշել են, որ խնդիրներ են գրանցվել Հայաստանի և Սերբիայի որոշ վարկային կազմակերպությունների միջոցով գործարքներ մշակելիս։
Նրանք բացատրել են, որ բանկերի քաղաքականության փոփոխությունը տեղի է ունեցել դեկտեմբերին, երբ Եվրահանձնաժողովը Ռուսաստանը ներառել է փողերի լվացման և ահաբեկչության ֆինանսավորման բարձր ռիսկ ունեցող երկրների ցանկում, հաղորդում է Forbes-ը։ Politico-ն այն ժամանակ հայտնել էր, որ Ռուսաստանի ընդգրկումը ԵՄ սև ցուցակում ֆինանսական հաստատություններին կստիպի խստացնել բոլոր գործարքների վերահսկողությունը, բանկերին էլ՝ լրացուցիչ քայլեր ձեռնարկել ռիսկերը մեղմելու համար։
Ըստ սահմանային վճարումների գծով ծորհրդատվությունների Kept պրակտիկայի փոխտնօրեն Իրինա Սարկիսովայի՝ Ռուսաստանի ընդգրկումը ԵՄ սև ցուցակում կասկադային ազդեցություն է ունենում բարեկամ երկրների բանկերի վրա, հատկապես նրանց, ովքեր ակտիվ թղթակցային հարաբերություններ են պահպանում եվրոպական ֆինանսական հաստատությունների հետ և գործարքներ են իրականացնում եվրոյով։
Մասնավորապես, հայկական մեկ բանկ դադարեցրել է Ռուսաստանում բնակվող և երկրորդ անձնագիր կամ բնակության թույլտվություն չունեցող Ռուսաստանի քաղաքացիների համար դոլարով և եվրոյով արտագնա վճարումների մշակումը։ Իրավաբանը պատմել է, որ հայկական մեկ այլ բանկ նմանատիպ սահմանափակումներ է սահմանել արտագնա վճարումների վրա։
Որոշ հայկական բանկեր իսկապես ավելի զգույշ են դարձել Ռուսաստանում բնակվող ՌԴ քաղաքացիների համար դոլարով և եվրոյով արտագնա վճարումների հարցում, հաստատել է Nordic Star իրավաբանական ընկերության ավագ գործընկեր Անդրեյ Գուսևը։
Այնուամենայնիվ, նրա խոսքով՝ սրանք պաշտոնական արգելքներ չեն, այլ գործարքների կասեցումներ, լրացուցիչ ստուգումներ կամ մերժումներ, որոնք բացատրվում են ԵՄ-ում և ԱՄՆ-ում AML-ի (փողերի լվացման ռիսկի) վերահսկողության ուժեղացման և թղթակից բանկերի պահանջների հետ։ ԵՄ որոշումը դեռևս պաշտոնապես ուժի մեջ չի մտել, բայց ֆինանսական շուկան ավանդաբար նախապես է արձագանքում նման նախաձեռնություններին, բացատրել է Գուսևը։
