Որտե՞ղ է կանգնած Հայաստանի տնտեսությունը և ինչու՞ է անհրաժեշտ նոր տնտեսական քաղաքականություն: Այս մասին ֆեյսբուքյան իր էջում գրել է ՊԵԿ նախկին նախագահ Դավիթ Անանյանը:

«Վերջին տարիներին Հայաստանի տնտեսությունը թվերով կարող է աճող թվալ, բայց բովանդակությամբ այն ավելի ու ավելի է հեռանում ստեղծող պետության գաղափարից։ Մենք սկսել ենք շատ սպառել, բայց քիչ արտադրել։ Շատ ներմուծել, բայց քիչ արտահանել։ Շատ խոսել աճից, բայց քիչ մտածել՝ ինչի վրա է այդ աճը կանգնած։

Այսօր տնտեսության շարժիչը ծառայություններն են, առևտուրը և բնակարանաշինությունը, մինչդեռ արդյունաբերությունն ու գյուղատնտեսությունը նահանջում են։ Սա կարճաժամկետ թվեր է ապահովում, բայց երկարաժամկետ առումով ստեղծում է խոցելի, ներմուծումից կախված և արտաքին ցնցումներին ենթակա տնտեսություն։

Շինարարությունը կենտրոնացած է Երևանում, մարզերը դատարկվում են, աշխատատեղերը և եկամուտները մնում են մեկ կենտրոնում։ Արտադրական արժեք ստեղծող շղթաներ չեն ձևավորվում, իսկ տնտեսական աճը չի վերածվում անվտանգային, տեխնոլոգիական կամ տարածքային կայունության։

Ֆիսկալ համակարգը շարունակում է գործել որպես ծախսերի հաշվառում, ոչ թե զարգացման գործիք։ Հարկային բեռը հիմնված է սպառման վրա, բյուջեն չունի հակացիկլային պաշտպանություն, իսկ պետական ծախսերը հազվադեպ են աշխատում արտադրության, ներդրումների կամ արտահանման օգտին։

Ներդրումները հիմնականում կարճաժամկետ են, կենտրոնացված հումքային, ֆինանսական կամ անշարժ գույքի ոլորտներում և չեն ձևավորում արդյունաբերական կամ տեխնոլոգիական հիմք։ Գիտահեն, արտահանմանը միտված ներդրողները գրեթե բացակայում են։

Արտաքին շուկաներում Հայաստանը հանդես է գալիս ոչ թե որպես ստեղծող, այլ որպես միջանկյալ օղակ։ Արտահանման հիմքում հումքն է կամ վերաարտահանումը, իսկ շուկաների կառուցվածքը խիստ սահմանափակ է՝ մեծ կախվածությամբ մեկ-երկու ուղղություններից։

Տրանսպորտային և լոգիստիկ համակարգը ևս չի ծառայում ազգային տնտեսությանը։ Երկիրը կախված է մեկ հիմնական ուղուց, իսկ ներկայացվող այլընտրանքային նախագծերը հաճախ չունեն տնտեսական հաշվարկ և իրական ազդեցություն։

Սա թվերի խնդիր չէ։ Սա տնտեսական մոդելի խնդիր է։

Հայաստանի առջև կանգնած է ընտրություն՝ շարունակել սպառման վրա հիմնված կարճաժամկետ աճի ուղին, թե անցնել արտադրական, տեխնոլոգիական և արտահանման վրա կառուցված նոր տնտեսական մոդելի։

«Միասնության Թևեր»-ի տնտեսական քաղաքականության հիմքը

«Միասնության Թևեր» քաղաքական նախաձեռնությունը առաջարկում է տնտեսական քաղաքականության համակարգային վերափոխում, ոչ թե մասնակի շտկումներ։ Մեր մոտեցումը կառուցված է 10 ՀԵՆԱՍՅԱՆԵՐԻ վրա, որոնք միասին ձևավորում են նոր տնտեսական ճարտարապետություն։
