Օրենսդրական այս նախաձեռնությամբ է հանդես եկել ՀՀ կառավարությունը` իր ս.թ. փետրվարի 11- ի նիստում փոփոխություններ և լրացումներ առաջարկելով «Գովազդի մասին», «Տեղական տուրքերի մասին», «Ճանապարհային վճարի մասին» ՀՀ օրենքներում: Բանն այն է, որ մեր օրենսդրության մեջ չկա «սոցիալական գովազդ» հասկացությունը, ուստի նպատակահարմար է համարվել սահմանել այն: Միաժամանակ սոցիալական գովազդի տարածման ավելի բարենպաստ օրենսդրական միջավայր ստեղծելու նպատակով կառավարությունն առաջարկում է սոցիալական գովազդ տարածելու դեպքում գովազդակրին ազատել տեղական տուրք վճարելու պարտականությունից:

Այն դեպքում, երբ գովազդակիրը գովազդային դատարկ վահանակն զբաղեցնում է իր կազմակերպության գովազդով, առաջարկվում է տուրքի չափ սահմանել յուրաքանչյուր քառակուսի մետրի համար տվյալ համայնքում այլ արտաքին գովազդ տեղադրելու թույլտվության համար սահմանված տուրքի 10 տոկոսը: Այս մոտեցումը կնպաստի նաև համայնքներում դատարկ գովազդային վահանակներրի նվազմանը: Նկատի առնելով այն հանգամանքը, որ սոցիալական գովազդի միջոցով տեղեկություն է տարածվում հասարակությանը հուզող հարցերի վերաբերյալ, մինչև այդպիսի գովազդի տարածումը առաջարկվում է այն քննարկել և հավանության արժանացնել լիազորված մարմնին կից ստեղծվող հանձնաժողովում:

Այս մոտեցումը, ըստ հարցը կառավարությունում ներկայացրած ՀՀ մշակույթի նախարարության հիմնավորման, հնարավորություն կտա ապահովել առաջարկվող սոցիալական գովազդի թեմայի հրապարակային և շահագրգիռ քննարկումը: Լիազոր մարմնին կից ստեղծված հանձնաժողովը բաղկացած կլինի 11- անդամից, 7- ը ՀԿ- ների, իսկ 4- ը` պետական մարմինների ներկայացուցիչներից: Բացի այդ, «Գովազդի մասին» օրենքում առաջարկվում է տարբերակված մոտեցում ցուցաբերել և բացառապես Երևանի քաղաքապետին վերապահել արտաքին գովազդի թույլտվության պայմանների խախտման կամ առանց արտաքին գովազդ տեղադրելու թույլտվության այն տեղադրելու համար տուգանք կիրառելու իրավունքը: Օրենքների նախագծերի փաթեթը սահմանված կարգով կներկայացվի ՀՀ Ազգային ժողով:
