Թուրքիայի կողմից խորհրդանշական ժեստերը կարող են օգնել Փաշինյանին ներքին հանրության առաջ ցույց տալու «տեսանելի առաջընթաց»․ Սուրեն Սուրենյանց

Ինչ է իրականում նշանակում Էրդողանի հայտարարությունը Հայաստանի համար։  Այս մասին գրել է քաղաքագետ Սուրեն Սուրենյանցը:

«Թուրքիայի նախագահ Ռեջեփ Թայիփ Էրդողանը դեսպանների 16-րդ համաժողովում հայտարարել է, որ Թուրքիան առաջ է մղում Հայաստանի հետ հարաբերությունների կարգավորման գործընթացը՝ Ադրբեջանի հետ համակարգված և մշտական երկխոսության միջոցով։

Նրա խոսքով՝ Հարավային Կովկասը, որը տարիներ շարունակ զրկված է եղել կայուն խաղաղությունից, այժմ կանգնած է պատմական հանգրվանի առաջ։

Էրդողանը նշել է, որ Հայաստանն ու Ադրբեջանը ավելի քան երբևէ մոտ են խաղաղության պայմանագրի ստորագրմանը՝ հավելելով, որ այս գործընթացին զուգահեռ Թուրքիան նույնպես քայլեր է ձեռնարկում Հայաստանի հետ հարաբերությունները կարգավորելու ուղղությամբ։

Ըստ նրա՝ Աստծո օգնությամբ արդեն հաջորդ տարվա սկզբին հնարավոր է իրականացնել որոշ «խորհրդանշական քայլեր»։

Այս հայտարարությունը հնարավորություն է տալիս անել մի քանի կարևոր հետևություն։

Առաջին՝ Թուրքիան շարունակում է հայ–թուրքական հարաբերությունները դիտարկել ոչ թե որպես ինքնուրույն օրակարգ, այլ որպես հայ–ադրբեջանական գործընթացից ածանցյալ ուղղություն։

Այլ կերպ ասած՝ Երևանի հետ հարաբերությունների իրական կարգավորումը Անկարան պայմանավորում է բացառապես Հայաստանի և Ադրբեջանի միջև խաղաղության պայմանագրի ստորագրմամբ՝ Բաքվի առաջարկած մոդելով։

Երկրորդ՝ Էրդողանի կողմից հիշատակված «խորհրդանշական քայլերը» դժվար է ընկալել որպես հայ–թուրքական հարաբերությունների ինստիտուցիոնալ կամ բովանդակային առաջընթաց։

Ավելի հավանական է, որ խոսքը վերաբերում է ցուցադրական և սահմանափակ նախաձեռնությունների, որոնք միտված են Հայաստանի գործող իշխանության՝ մասնավորապես Նիկոլ Փաշինյանի, ներքաղաքական և նախընտրական դիրքերի ամրապնդմանը՝ արտաքին «առաջընթացի» իմիտացիայի միջոցով։

Թուրքիայի կողմից խորհրդանշական ժեստերը (օրինակ՝ երրորդ երկրների քաղաքացիների համար սահմանի բացում, ուղիղ թռիչքներ, երկաթուղու վերականգնում կամ այլ մանր քայլեր) կարող են օգնել Փաշինյանին ներքին հանրության առաջ ցույց տալու «տեսանելի առաջընթաց»։

Սակայն սա միակողմանի չէ՝ Էրդողանը նույնպես շահագրգռված է կոնկրետ օգուտներով (օրինակ՝ Զանգեզուրի միջանցքի բացումով)։

Ավելի շուտ սա փոխադարձ շահ է, քան միայն Փաշինյանի ներքին քաղաքականությանը օգնելու միտում։

Երրորդ՝ այս փուլում Թուրքիան փորձում է միաժամանակ լուծել երեք խնդիր․

չխզել շփումները Երևանի հետ,

պահպանել լիակատար քաղաքական համադրումը Բաքվի հետ,

և աջակցել Հայաստանում այն իշխանությանը, որը պատրաստ է խաղաղության անվան տակ ընդունել պարտադրված օրակարգը։

Խաղաղության մասին հնչող հայտարարությունների ներքո Թուրքիան շարունակում է գործել կոշտ փոխկապակցման տրամաբանությամբ, որտեղ Հայաստանը դիտարկվում է ոչ թե որպես հավասար գործընկեր, այլ որպես վերահսկվող գործընթացի օբյեկտ»,-գրել է Սուրենյանցը։
