Ռուսաստանի նախագահ Վլադիմիր Պուտինը India Today հեռուստաալիքին տված հարցազրույցում հայտարարել է, որ ԽՍՀՄ փլուզման համար պատասխանատուներին փնտրելն անիմաստ է, քանի որ համակարգն ինքնին անկենսունակ էր, գրում է «Коммерсантъ»-ը։
«Ես մեղավորներ, ավելի կամ պակաս մեղավորների չէի փնտրի։ Ընդհանուր առմամբ, համակարգն անկենսունակ էր։ Մենք պետք է ընդունենք դա և խորհենք դրա շուրջ»,- ասել է Պուտինը՝ պատասխանելով Խորհրդային Միության փլուզման պատճառների մասին հարցին։
Ռուսաստանի նախագահն ընդգծել է,որ կարևոր է ոչ թե կոնկրետ մեղավորներ փնտրել, այլ կենտրոնանալ նոր համակարգ ստեղծելու վրա, որն ի վիճակի կլինի ոչ միայն ինքն իրեն պաշտպանել, այլև զարգանալ։ Վլադիմիր Պուտինի կարծիքով՝ նման համակարգը պետք է ինքնաբավ, ինքնավար և արդյունավետ լինի։
Հոկտեմբերին Վլադիմիր Պուտինը հայտարարել է, որ ԽՍՀՄ փլուզումը կապված է երկրի այն ժամանակվա ղեկավարության դիրքորոշման հետ։ ՌԴ նախագահի բնորոշմամբ՝ իշխանությունները ձգտում էին խուսափել արևմտյան երկրների հետ «գաղափարական առճակատումից»։
