Բռնի տեղահանված արցախցիների բնակարանային ապահովման ծրագրում այս պահի դրությամբ փոփոխություններ չեն նախատեսվում։ Այս մասին «Փաստինֆո»-ի հետ զրույցում ասաց Արցախի մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը՝ անդրադառնալով արցախցիների բնակարանային ծրագրից քիչ օգտվելուն։

«Կոսմետիկ լուծումները հարց չեն լուծի, պետք է բովանդակային հասցեագրվեն խնդիրները։ Օրինակ այս պահին լրջագույն խնդիր է, որ այն համայնքում, որտեղ մեկ շնչին հասնող 3 միլիոն գումարը դարձրել են 4 միլիոն, անշարժ գույքի գները համապատասխանաբար թանկացել են։ Այսինքն գումարի չափ բարձրացնելը հարցի լուծում չէ և նորից տուժվում է տեղահանվածը։ Գալիս ենք այն եզրահանգման, որ պետության կողմից տներ կառուցելն ու տրամադրելն էր ամենաճիշտը։ Ուղղակի Կառավարությունն ամենահեշտ ճանապարհով գնաց։ Փող են տալիս ու ազատվում «բեռից»։ Այս  ճանապարհն է ընտրել կառավարությունը, ինչի հետևանքով խնդիրները մեծ հաշվով չեն լուծվում։

Արցախի ՄԻՊ-ը նշեց, որ բնակարանային ծրագրի շուրջ քննարկումներն անարդյունավետ են։
«Այնպես չէ, որ մեր քննարկումների ժամանակ հնչեցված հարցերը լուծում են ստանում։ Մեր հանդիպումները նման են եղել զուտ հանդիպում հանդիպման համար, քան թե բարձրացված հարցերի հասցեական լուծման համար»,- ասաց Գ․ Ստեփանյանը։ 

Հիշեցնենք, որ Կառավարության որոշմաբ սահմանվել են ՀՀ բնակավայրերի արժեքներ, ըստ որի, կախված բնակավայրի գտնվելու վայրց, մեկ շնչին տուն ձեռք բերելու համար 3-5 միլիոն փոխատուցում է տրամադրվում։
