«Հասարակությունը՝ որպես գլխավոր արբիտր.
Կարևոր փաստաթղթերի հրապարակայնացումը սովորաբար ունենում է մեկ հիմնական նպատակ՝ այդ փաստաթղթերը ներկայացնել հանրության դատին։ Արբիտրը հանրությունն է։ Երբ այդ արբիտրը բացակայում է, ցանկացած կարևոր, շրջադարձային պատմական փատաթղթի բացահայտում ստանում է դեֆորմացված իմաստ։
Իշխանության հրապարակած փաստաթղթերի փաթեթից, կազմակերպված բեմադրություններից, ի պատասխան արձագանքներից վեր՝ կա շատ ավելի կարևոր բան. 2019-ին համանախագահները Հայաստանին առաջարկել են կարգավորման տարբերակ, որը երաշխավորում էր.

գ. Զոհերի բացառում
դ. Ազգային արժանապատվության ստորացման բացառում
Եթե 2019-ին Հայաստանի իշխանությունները կառչեին առաջարկվող տարբերակից, մտնեին կիրառական բանակցային պրոցես, չէր լինի պատերազմ, չէին լինի զոհեր, չէր լինի Արցախի կորուստ, չէր լինի այսօրվա վիճակը։
Եթե Հայաստանում լիներ կենսունակ հասարակություն, հիմա Երևանում կլիներ նախահեղափոխական վիճակ։ Հանրությունը պատասխանատվության կկանչեր իշխանություններին։
Իսկ այսօրվա Հայաստանն ապրում է սովորական իր կյանքով։ Ես չեմ մեղադրում դժվար կյանքով ապրող մեր հայրենակիցներին։ Խնդիրը իբր կրթվածների, իբր կարդացածների, իբր էլիտաների, իբր գիտակից այլ խավերի մեջ է։
Ժամերով կարող են դատարկ փիլիսոփայել իրական Հայաստանի, գլոբալիզմի և ազգայնականության վախճանի մասին՝ արդարացնելով իրենց ամորֆ կեցվածքը։ Փաստը մնում է փաստ. հայ ժողովրդին ասում են՝ եթե 2019-ին կայացվեին ճիշտ որոշումներ, դու չէիր ունենա պատերազմ՝ իր բոլոր աղետալի հետևանքներով, իսկ հայ ժողովուրդը ռեակցիա չի տալիս։ Սա է ամենավախենալուն։ Որովհետև սա տեսնում է նաև թշնամին, ու անշուշտ, կանի հետևություններ։
Բայց որպեսզի այդպես չլիներ տարիներ, շարունակ պետք էր աշխատել սեփական հասարակության հետ, ոչ թե տարիներով լռել ու ընտրությունների շեմին արթնանալ։ Ազգային կապիտալը պետք է ձևավորեր աշխատանքի կառույցներ՝ չի արել, ռեսուրս ունեցող գործիչները պետք է հասկանային այս պարզ խնդիրը՝ չեն արել։ Պետք էր անընդհատ շփվել, երկխոսել սեփական հասարակության հետ՝ չի արվել։ Շատ բան չի արվել։
Մի քանի անգամ ասել եմ. մենք միշտ քննարկում ենք, թե ով է մասնակցելու առաջիկա ընտրություններին, միամտաբար կարծելով թե դա´ է ամենակարևորը։ Իրականում ամենակարևորը հարցն այլ է՝ ո՞վ է քվեարկելու, ո՞ր քաղաքացին, ո՞ր հասարակությունը։ Այսօրվա անտարբեր քաղաքացու քվեարկությունից ոչ մի լավ բան մի սպասեք։
