Մի շարք փոփոխություններ նպաստների տրամադրման գործընթացում

ՀՀ կառավարության որոշմամբ մի շարք փոփոխություններ են նախատեսվում երեխայի ծննդով պայմանավորված պետական նպաստների տրամադրման գործընթացում։ «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության կենսաթոշակային ապահովության և այլ դրամական վճարների վարչության պետ Անահիտ Գալստյանը նշեց, որ երրորդ և յուրաքանչյուր հաջորդ երեխայի՝ մինչև 6 տարեկանը լրանալը տրամադրվող հիսուն հազար դրամ աջակցությունը դառնում է մշտապես գործող պետական նպաստ։ Այն ուժի մեջ է մտնելու 2026-ի հունվարի 1-ից։ Պայմանը նա է, որ երեխայի դիմող ծնողը լինի ՀՀ քաղաքացի։
«Այս աջակցությունը կար, սակայն իրականացվում էր որպես փորձնական ծրագիր։ Այն իրականացվեց 4 տարի՝ սկսած 2022 թվականից։ Վերլուծությունը ցույց տվեց, որ այս միջոցառումը դրական ազդեցություն ունի ժողովրդագրական իրավիճակի բարելավման համար։ Որոշվեց փոխել դրամական աջակցության կարգավիճակը և դարձնել մշտապես գործող պետական նպաստ»,-ասաց Անահիտ Գալստյանը։
Հաջորդ փոփոխությունը վերաբերում է երեխաների համար ծննդյան միանվագ նպաստին։ Մասնավորապես, նախատեսվում է 2026 թվականի սեպտեմբերի 1-ին և դրանից հետո ծնված երեխաների համար ծննդյան միանվագ նպաստի չափը սահմանել 500 000 դրամ՝ անկախ կարգաթվից։ Այսինքն՝ գործող կարգավորումներով առաջին և երկրորդ երեխաների համար տրամադրվում է 300 000-ական դրամ, 3-րդ և 4-րդ երեխայի դեպքում տրվում է 1 մլն դրամ, իսկ 5-րդ և հաջորդ երեխայի դեպքում տրվում է 1 500 000 դրամ։
«Հիմա նոր կարգավորումներով, անկախ երեխայի կարգաթվից, ծննդյան միանվագ նպաստի չափը կսահմանվի 500 000 դրամ։ Պետք է համալիր միջոցառումներ ձեռնարկել ընդհանուր ծնելիությունը խրախուսելու համար։ Այսինքն՝ ծրագիրը պետք է ուղղված լինի առաջին և երկրորդ երեխաների ծնունդների խրախուսմանը»,-ասաց Անահիտ Գալստյանը։
Միաժամանակ, Անահիտ Գալստյանը նշեց, որ 2026 թվականի հունվարի 1-ից ընտանիքները հնարավորություն ունեն անկանխիկ գործարքներ կատարելու միջոցով մինչև 20 տոկոս հետվճարի չափով ավելացնել իրենց կենսաթոշակի կամ նպաստի չափը։ Օրինակ՝ երրորդ և յուրաքանչյուր հաջորդ երեխայի համար տրամադրվող 50 000 դրամից անկանխիկ գործարքների դեպքում ընտանիքը կարող է ստանալ մինչև 20 տոկոս հետվճար՝ նպաստի չափը դարձնելով 60 000 դրամ։
