Ռուսաստանի նախագահ Վլադիմիր Պուտինը չէր սպասում, որ ԱՄՆ-ն պատժամիջոցներ կկիրառի ռուսական ԼՈՒԿՕՅԼ և Ռոսնեֆտ նավթային ընկերությունների դեմ։ Սպիտակ տան որոշումը թվացել է ինքնաբուխ, քանի որ Ալյասկայի բանակցություններից հետո Մոսկվայի և Վաշինգտոնի միջև որևէ հակասություն չի եղել։ Ռուսաստանի նախագահն այս հայտարարությունն արել է Ղրղզստան այցի ժամանակ մամուլի ասուլիսի ընթացքում, հայտնում է «Коммерсантъ»-ը։
«Բանակցությունների ընթացքում մենք տպավորություն ստացանք, թե ԱՄՆ-ի հետ համաձայնության ենք եկել և թե ինչ է պետք անել ռազմական գործողությունները դադարեցնելու համար։ Մենք մնացինք Անքորիջի հարթակում, և հանկարծ ԱՄՆ-ն հայտարարում է պատժամիջոցների մասին։ Ես նույնիսկ չհասկացա, թե ինչ է կատարվում»,- ասել է Պուտինը։
Հոկտեմբերին ԱՄՆ ֆինանսների նախարարությունը պատժամիջոցներ կիրառեց ԼՈՒԿՕՅԼ-ի, Ռոսնեֆտի և նրանց դուստր ձեռնարկությունների նկատմամբ։ Սահմանափակումները ներառում են բոլոր ամերիկյան ընկերությունների ակտիվների սառեցում և ամերիկյան կազմակերպություններին արգելում նրանց հետ գործարքներ կնքել։ ԼՈՒԿՕՅԼ-ը շուտով հայտարարեց, որ գնորդ է փնտրում իր արտասահմանյան ակտիվների համար։ Ռուսաստանի բանկի զեկույցում նշվում է, որ ռուսական Urals նավթի գինը նոյեմբերին Brent ստանդարտի համեմատ նվազել է մինչև 23%-ով։
