Նոր օրենսդրական փաթեթ. իշխանությունները որոշել են ՀՀ երեք մարզկենտրոններում կենդանիների համար ապաստարաններ կառուցել

Հայաստանում եկել է թափառող կենդանիների խնդիրը լուծելու ժամանակը։ Դրա մասին նոյեմբերի 26-ին տարածքային կառավարման, տեղական ինքնակառավարման, գյուղատնտեսության և շրջակա միջավայրի պաշտպանության հարցերով խորհրդարանական մշտական հանձնաժողովի նիստում՝ «Կենդանիների նկատմամբ պատասխանատու վերաբերմունքի մասին» օրինագծերի փաթեթի և դրանց առնչվող օրենքներում փոփոխությունների քննարկման ժամանակ հայտարարել է օրենսդրական նախաձեռնության համահեղինակ և իշխող «ՔՊ» կուսակցության պատգամավոր Մերի Գալստյանը։
Ըստ նրա՝ Հայաստանում հստակորեն կարգավորված չեն ոչ վայրի կենդանիներին առնչվող իրավահարաբերությունները, բացառությամբ գյուղատնտեսական նպատակներով օգտագործվողների։
«Ընտանի, թափառող, պաշտոնական, ցուցահանդեսային, մարզական և զվարճանքի միջոցառումներին առնչվող համալիր և համապարփակ կարգավորման դաշտը գործնականում բաց է»,- ասել է խորհրդարանականը։
Գալստյանը նշել է, որ առաջարկվող դրույթները գյուղատնտեսության, որսորդության կամ մարդու կյանքի վրա վնասակար ազդեցություն ունեցող կենդանիներին առնչվող իրավահարաբերությունների վրա չեն կիրառվի։
Նախագծում նշվում է նաև, որ օրենսդրական նախաձեռնությունների հեղինակներն ուսումնասիրել են մոտ 20 երկրների փորձը։
Քննարկումներին, ըստ պատգամավորի հավաստիացումների, մասնակցել են Կենդանիների պաշտպանության աշխատանքային խմբի անդամներ, ոչ կառավարական կազմակերպությունների ներկայացուցիչներ, փորձագետներ, ինչպես նաև պետական պաշտոնյաներ և կենդանասերներ։
Օրենսդրական փաթեթի որոշ դրույթներ անդրադառնում են թափառող կենդանիների, մասնավորապես՝ շների խնդրին։ Դա հիմնականում վերաբերում է երեք տարածաշրջանային կենտրոնների։ Այնտեղ նախատեսվում է կառուցել կենդանիների ապաստարաններ։ Դրանք կլինեն այնպիսի հաստատություններ, որտեղ թափառող, կորած կամ լքված կենդանիները, ինչպես նաև ժամանակավոր խնամքի և կերակրման համար տեղափոխված կենդանիները կկերակրվեն, կբուժվեն կամ պարզապես կխնամվեն։
Ավելին, առաջարկվող օրենսդրական նախաձեռնությունը նախատեսում է պատասխանատվություն կենդանիներին լքելու համար։
Այս օրենսդրական փոփոխությունների ընդունման և իրականացման արդյունքում կենդանիների նկատմամբ դաժան և անպատասխանատու վերաբերմունքի դեպքերը կնվազեն, ինչպես նաև կստեղծի իրավական մեխանիզմներ կենդանիների բարեկեցությունն ու պաշտպանությունն ապահովելու համար։
Որոշակի քննարկումներից հետո օրենսդրական նախաձեռնությունը ստացել է մշտական խորհրդարանական հանձնաժողովի դրական եզրակացությունը։
