Երևան քաղաքի բնակիչ Արմեն Եփրեմյանըէլեկտրաէներգիայի հաշվիչների աշխատանքի վերաբերյալ փոքրիկ մոնիտորինգ է իրականացրել իր թաղամասում:

«Հաշվիչում նշված ժամն ու իրական ժամը չեն համապատասխանում միմյանց: Ամենաքիչ տարբերությունը եղել է 15 րոպե, գրանցվել է 2, 3 ժամի տարբերություն: Բոլորն աշխատում են ի վնաս բնակչի, հօգուտ ՀԷՑ-ի: Մենք այստեղ միտում ենք տեսնում, որ դա եղել է ոչ պատահական կերպով, այլ նպատակային հետ են տալիս ժամերը»,-Panorama.am-ի հետ զրույցում իր անցկացրած մոնիտորինգի արդյունքները ներկայացրեց Ա. Եփրեմյանը:

Նա հիշեցրեց, որ էլեկտրաէներգիայի համար սահմանված են գիշերային ու ցերակային սակագներ: Ժամային կարգավորումների խախատված լինելու հետևանքով բնակիչ բաժանորդները տուժում են:

Ա. Եփրեմյանի մոտ կասկածներն առաջացել են այն բանից հետո, երբ էլեկտրաէնեգիայի համար սկսեց ավելի շատ վճարել. 

«Ընդհանրապես վճարում էի ամսական 7 հազար դրամ, թանկացումից հետո ստաբիլ վճարել եմ 13-14 հազար դրամ, արդեն մի քանի ամիս վճարում եմ 22-23 հազար դրամ: Ես սկսեցի ուսումնասիրել, արդյո՞ք կան հաղոնցումներ, որտե՞ղ կարող են լինել կորուստներ: Հաղորդալարերով եկա մինչև հաշվիչ: Օրինակ, մեր տան  հաշվիչի ժամային տարբերությունը մեր փողոցում ամենաքիչն էր՝ 1 ժամ 20 րոպե: Դա նշանակում է, եթե մարդը աշխատանքից տուն է գալիս, նախատեսում է հարդուկ, լվացք անի ուշ ժամի՝ մտածելով ավելի էժան է լինելու, բայց փաստացի թանկ գնով է վճարելու»:

ՀԷՑ պաշտոնական կայքում նշվում է, որ սահմանված գիշերային սակագինը հաշվարկվում է սպառողի մոտ բազմասակագնային էլեկտրոնային հաշվառման սարքի առկայության դեպքում և գործում է`
1)        ժամը 22.00-ից մինչև ժամը 06.00-ն՝ յուրաքանչյուր տարվա մարտ ամսվա վերջին կիրակի օրվա ժամը 02.00-ից մինչև հոկտեմբեր ամսվա վերջին կիրակի օրվա ժամը 03.00-ն,

2)        ժամը 23.00-ից մինչև 07.00-ը՝ յուրաքանչյուր տարվա հոկտեմբեր վերջին կիրակի օրվա ժամը 03.00-ից մինչև մարտ ամսվա վերջին կիրակի օրվա ժամը 02.00-ն:

Արմեն Եփրեմյանի մոնիտորինգի արդյունքում երեք հարևանների հետ դիմում է ներկայացրել ՀԷՑ ընկերությանը: Պատասխան ստանալու՝ օրենքով նախատեսված ժամկետը դեռ չի լրացել: Այս ընթացքում ընկերությունից որևէ արձագանք չի ստացել:
