Փաշինյանը նոր «ԽՄԿԿ» է ստեղծում

Նախօրեին Փաշինյանը Մարզահամերգային համալիրում էր հավաքել շուրջ 7500 պետական աշխատողների, որոնցից ոչ ոք նախապես չգիտեր, թե ինչ օրակարգով են գտնվելու տվյալ տարածքում ժամեր շարունակ, իսկ նպատակը այսպես կոչված համաժողովն էր, որի ընթացքում Փաշինյանն անձամբ ծավալուն ելույթ է ունեցել։ Ելույթի առանձին հատվածներին կարելի է անդրադառնալ առաջիկայում, սակայն առանցքայինն այն է, որ իր այս նախաձեռնությամբ Նիկոլ Փաշինյանը ցանկանում է պետական համակարգը դարձնել մեկ ամբողջական կառույց, որը կատարելու է բացառապես իր քմահաճույքները։

Զուր չէ, որ հայտարարել է, թե պետական բոլոր մարմինների բոլոր աշխատողները համքարություն են։ «Իշխանությունների տարանջատման սկզբունքով հանդերձ՝ պետական մարմինների աշխատողները փոխկապակցված են հավաքական պատասխանատվությամբ, և նրանց հավաքական աշխատանքը կանխորոշում է պետության որակը, պետության քաղաքացիների և բնակչության կյանքի որակը, պետության և քաղաքացու հարաբերությունների որակը»,- հայտարարել է Փաշինյանը՝ ընդգծելով, թե «պետական մարմիններն աշխատանքի և լիազորությունների բաժանմամբ հանդերձ՝ մի մեծ մասով ընդհանուր գործ են անում, իսկ ընդհանուր գործի արդյունավետության և գիտակցության մի կարևոր նախապայման կա՝ գաղափարաբանությունը, ընդհանուր գաղափարաբանությունը, պետության մասին ռազմավարական ընդհանուր պատկերացումը, առանց որի պետական համակարգի և նրա որևէ մարմնի որևէ աշխատողի աշխատանքի որակը, սկսած վարչապետից, շարունակած որևէ նախարարության կրտսեր մասնագետից, չի կարող լինել պատշաճ»։

Փաշինյանի ելույթից տպավորությունն այն է, որ նա ցանկանում է միասնական գաղափարախոսություն ստեղծել բոլոր պետական մարմինների հանդեպ, հետագայում վերջիններիս ավելի հեշտ կլինի պարտադրել կատարել ինչ–որ ապօրինի գործողություն՝ դա պարզաբանելով բացառապես պետական գաղափարախոսությամբ։

ԽՄԿԿ ոճով կազմակերպված այս միջոցառումը հենց այդ նպատակն ուներ՝ Հայաստանում «Իրական Հայաստանի» գաղափարախոսության կեղծիքի շուրջ ձևավորել միասնական գաղափարախոսություն, որը, իհարկե, ազգային չի լինի, պետական չի լինի, բայց կլինի «Քաղաքացիական պայմանագրի» սեփական գաղափարախոսությունը, որով էլ Փաշինյանը ցանկանում է կառավարել պետությունը առաջիկա տարիներին։

Պարտության սիմվոլ հանդիսացող այդ գաղափարախոսությունը որևէ լավ բան Հայաստանի Հանրապետությանը բերել չի կարող, ուստի օր առաջ անհրաժեշտ է ազատվել փաշինյանական իշխանությունից ու նրա գաղափարախոսությունից։
