28 կետից բաղկացած հակասական ծրագիրը, որի մասին Թրամփի վարչակազմն անակնկալ կերպով հայտնել էր Ուկրաինային օրեր առաջ, հիմնականում Սթիվ Ուիտկոֆի և նրա ռուսաստանցի գործընկեր Կիրիլ Դմիտրիևի միջև շաբաթներ տևած հետնաբեմային բանակցությունների արդյունք էր։ Այդ բանակցություններից դուրս էին մնացել ոչ միայն Ուկրաինան և նրա դաշնակիցները, այլև ԱՄՆ որոշ առանցքային պաշտոնյաներ, գրում է Bloomberg-ը։
Հաշվի առնելով Գոհաբանության օրվա վերջնաժամկետը՝ եվրոպացի պաշտոնյաները շտապում են Ուկրաինայի նախագահ Վլադիմիր Զելենսկուց լրացուցիչ ժամանակ խնդրել պատերազմին վերջ դնելու սեփական հանդիպակաց առաջարկի համար, որը ներկայացվելու է ԱՄՆ պաշտոնյաներին կիրակի օրը Շվեյցարիայում։
Ինչպես նշում է լրատվամիջոցը, եվրոպացիներն ահազանգել են, երբ ասպարեզում հայտնվել է նոր խաղացող՝ ԱՄՆ բանակի նախարար Դեն Դրիսկոլը՝ ԱՄՆ փոխնախագահ Ջեյ Դի Վենսի մտերիմ ընկերը Եյլի իրավունքի դպրոցում ուսանելու տարիներից։ Հենց նա է հրատապ կարգով տեղեկացրել դեսպաններին և Ուկրաինայի պաշտոնյաներին, որ ԱՄՆ նախագահ Դոնալդ Թրամփի համբերությունը հատել է, Ուկրաինան վատ վիճակում է, և Կիևը պետք է համաձայնի տարածքներ զիջել։
Փաստը, որ անցած շաբաթ Կիև կատարած այցի ժամանակ այդ ծրագրի առաջմղումը հանձնարարվել էր փոխնախագահին մոտ կանգնած մարդու, խոսուն էր։ Դա պատասխանատու հանձնարարություն էր, որը սովորաբար կատարում էին բարձրաստիճան դիվանագետները, օրինակ՝ պետքարտուղար Մարկո Ռուբիոն կամ այլ օտարերկրյա դիվանագետներ։ Վենսն ու Ռուբիոն տարբեր մոտեցումներ ունեին այն հարցում, թե ինչպես պետք է ավարտվի պատերազմը․ Վենսը կողմնակից էր ավելի իզոլյացիոնիստական հայացքների, իսկ Ռուբիոն շատ ավելի էր զգուշանում Ռուսաստանի կողմից մանիպուլյացիաներից։
Նախքան եվրոպացի առաջնորդների և Զելենսկու գործողությունների անցնելը, նրանք պետք է փորձեին հասկանալ, թե ով է կրում ամենամեծ պատասխանատվությունը գործարքի կառուցվածքի ստեղծման համար։ Նրանք ամբողջությամբ մեկուսացված էին, և պարզ չէր, թե ով է այս հարցում ամենամեծ ազդեցությունն ունեցել Թրամփի վրա։
«Թրամփի համար կարևորը գործարքի կնքումն է, այլ ոչ թե «մանր տառերով գրվածը»։ Սակայն ուկրաինացիների համար սատանան մանրուքների մեջ է։ Նրանց մտավախությունները, որ Ռուսաստանը փաստաթղթի մեծ մասը կազմել է առանց իրենց գիտության, հաստատվել են։ Փաստաթղթում դեռևս նկատվում են ռուսերենից կատարված բառացի թարգմանության հետքեր՝ նախադասությունների տարօրինակ ձևակերպումներով»,- ընդգծում է Bloomberg-ը։
