Ռուսաստանի զգուշացումը. Նոր փուլ ՀԷՑ-ի գործով

Հայաստանի գործող իշխանություններին լուրջ անհանգստություն է առաջացել Ռուսաստանի արտգործնախարարության ներկայացուցչի հետ վերջին հարցուպատասխանին, երբ վերջինս հայ լրագրողի հարցին ի պատասխան անդրադարձել էր «Հայաստանի էլեկտրական ցանցերի» և անձամբ Սամվել Կարապետյանի շուրջ ստեղծված իրավիճակին։
Հիշեցնենք, օրերս կայացած ճեպազրույցում ՌԴ ԱԳՆ ներկայացուցիչը ասել էր, թե Մոսկվայում ուշադիր հետևում են «Հայաստանի էլեկտրական ցանցեր» ՓԲԸ-ի և «Տաշիր» ընկերությունների խմբի ղեկավար Սամվել Կարապետյանի շուրջ ստեղծված իրավիճակին։ Զախարովան մանրամասնել էր, որ արտերկրում ռուսական բիզնեսի շահերի պաշտպանությունը Մոսկվայի առաջնահերթություններից է։
Հիշեցրել էր, որ վերջին 20 տարիների ընթացքում ՀԷՑ-ը առաջատար է եղել ՀՀ էներգետիկ շուկայում։ Ընկերությունը 200 000 քաղաքացու աշխատատեղ է ապահովել և կանոնավոր կերպով վճարել է հարկերը։ 2017–2023 թվականներին ընկերությունը ենթակառուցվածքների արդիականացման վրա ծախսել է մոտ 700 միլիոն դոլար։ Փաշինյանը լրջագույն ու հիմնավոր կասկած ունի, որ այդ հարցուպատասխանը ի սկզբանե պայմանավորված է եղել, որովհետև Զախարովայի պատասխանն ավելին էր, քան այսպես հանպատրաստից ելույթը։ Վերջինս ավելի շատ խոսել է ոչ թե Սամվել Կարապետյանի մասին, այլ լավ պատրաստված է եղել, ընդ որում՝ թղթերով, և խիստ հարգալից խոսել է ռուսական կապիտալի վերաբերյալ, հիշեցրել, որ տարիներ շարունակ որքան գործ է արել ռուսական կապիտալը։
Ըստ էության, Նիկոլ Փաշինյանին հստակ հասկացնում են, որ ռուսական կողմը նոր փուլ է սկսում Սամվել Կարապետյանի հետ սկսած, ցույց տալիս, որ իրենք առանձնահատուկ շահագրգռվածություն ունեն, շարունակում են ուշադիր հետևել գործընթացներին։ Սա նշանակում է, որ դրանք ինչ-որ գործողություններ են, որոնք հանրության աչքին չեն երևում, բայց կարող են որոշակի փուլում շատ ակտիվ, անգամ սրընթաց, դառնալ։ Ուստի Զախարովայի այս մեղմ արձագանքը ավելի լուրջ խուճապ է առաջացրել Նիկոլ Փաշինյանի ու նրա համապատասխան թիմակիցների շրջանում, որոնք տարբեր լրատվամիջոցներով փորձում են տպավորություն ստեղծել, թե ՀԷՑ-ի նկատմամբ իրավական գործընթաց են իրականացնում։
