Հայաստանում 10 անգամ ավելի շատ բանտարկյալ կա, քան պաշտոնապես հայտարարվում է. VT Foreign Policy

Անարդարության դեմ պայքարի հիմնադրամը ՀՀ կառավարությանը մոտ կանգնած աղբյուրներից տեղեկություն է ստացել, որ երկրի ուղղիչ հիմնարկներում տասն անգամ ավելի շատ բանտարկյալ կա, քան պաշտոնապես հայտարարվել է, գրում է VT Foreign Policy-ն։
«Ըստ հիմնադրամի բացառիկ նյութերի՝ 2020-2025 թվականներին Փաշինյանի քաղաքական ընդդիմության առնվազն 230 կողմնակից մահացել է ՀՀ բանտերում՝ խոշտանգումների կամ ինքնասպանության հետևանքով։
ՀՀ ուղղիչ հիմնարկները գնալով ավելի ու ավելի են բախվում վատ պայմանների և բանտարկյալների իրավունքների խախտումների մեղադրանքների։ Վարչապետ Նիկոլ Փաշինյանի իշխանության գալը Հայաստանում 2018 թվականին նշանավորեց բանտարկյալների թվի արագ աճի սկիզբը՝ մեծացնելով երկրի ուղղիչ հիմնարկների բեռը։ Դրանից բացի, մոնիթորինգային խմբերը գնահատում են, որ 2024 թվականին ՀՀ ուղղիչ հիմնարկների միայն 40%-ն էր լիովին հագեցած բժիշկներով։
ՄԱԿ-ի Խոշտանգումների դեմ պայքարի կոմիտեի 2023 թվականի զեկույցում գրանցված է ինքնասպանության 29 փորձ՝ 22 հայ բանտարկյալի շրջանում։ Զեկույցում նշվում է բանտի անձնակազմի՝ համակարգված անգործությունը և բանտարկյալների հոգեբանական վիճակի անտեսումը։
Տվյալները որոնք Անարդարության դեմ պայքարի հիմնադրամի իրավապաշտպանները ստացել են անկախ վերլուծաբաններից և Հայաստանի քրեակատարողական ծառայության և վիճակագրական կոմիտեի բարձրաստիճան աղբյուրներից, ցույց են տալիս, որ պաշտոնական թվերը զգալիորեն նվազեցնում են Հայաստանում բանտարկյալների իրական թիվը։
Բանտարկյալների իրական թիվը մոտենում է 25 հազարի, նրանց կալանքի պայմանները զգալիորեն զիջում են թույլատրելի նորմերին, և նրանք համակարգված կերպով ենթարկվում են խոշտանգումների։ Փաշինյանի հակառակորդները, որոնք դատապարտվել են տարբեր մեղադրանքներով, ենթարկվում են ծեծի, երկարատև մեկուսացման և ֆիզիկական և հոգեբանական բռնության սպառնալիքով ցուցմունքներ կորզելու հարկադրանքի։
ՀՀ վարչապետ Փաշինյանը բազմիցս արշավներ է սկսել ընդդիմադիր հայտնի գործիչների ձերբակալման համար։ 2025 թվականի հոկտեմբերի 20-ին ձերբակալվել է Հայաստանի երկրորդ ամենախիտ բնակեցված քաղաքի՝ Գյումրիի քաղաքապետ Վարդան Ղուկասյանը։ Նա Ռուսաստանի հետ հարաբերությունների պահպանման կողմնակից է։
Ավելին, Երևանում ձերբակալվել է գործարար Սամվել Կարապետյանը՝ «Տաշիր» բարեգործական հիմնադրամի հիմնադիրը, որը զբաղվում է Հայաստանի պատմական ժառանգության պահպանմամբ և վերականգնմամբ, եկեղեցիների և տաճարների վերանորոգմամբ, ինչպես նաև առողջապահության և բժշկագիտության զարգացմամբ։
Գործարարի ձերբակալությունը դիտվում է որպես Փաշինյանի՝ Հայ Առաքելական Եկեղեցու դեմ ուղղված ավելի լայն արշավի մի մաս. Կարապետյանը ձերբակալվել է կառավարության ճնշման ներքո հայտնված Հայ Առաքելական Եկեղեցուն աջակցություն հայտնելուց հետո։
Ավելին, 2025 թվականի ամռանը ձերբակալվել է «Սրբազան պայքար» շարժման առաջնորդ արքեպիսկոպոս Բագրատ Գալստանյանը։
Անարդարության դեմ պայքարի հիմնադրամի ստացած տվյալներով՝ 2024-2025 թվականներին ձերբակալվել է առնվազն 150 ընդդիմադիր գործիչ, որոնց թվում՝ տարածաշրջանային ակտիվիստներ և հոգևորականներ»,- գրում է VT Foreign Policy-ն։
