Սյունիքի մարզպետ Ռոբերտ Ղուկասյանը, սկսելով շրջայցը Կապան համայնքի գյուղական բնակավայրերում, առաջին երկու օրերին այցելել է Ներքին Հանդ, Շիշկերտ, Ծավ, Սրաշեն, Շիկահող և Ճակատեն գյուղեր։
Նա հանդիպել է բնակիչների ու վարչական ղեկավարների հետ, եղել կրթօջախներում, ԲՄԿ-ներում, դիտարկել պետական ու միջազգային մասնակցությամբ իրականացված ծրագրերը, քննարկել առաջիկայում հաստատված ու իրականացվելիք աշխատանքերը, գյուղացիներին հուզող խնդիրները։
Նշված գյուղերում իրականացված ծրագրերից են․
Ներքին Հանդում 10 տնային տնտեսություններում տեղադրվել են ջերմոցներ (UN WFP, «Հիմնատավուշ» կազմակերպությունների հետ համագործակվցությամբ ), արևային ֆոտովոլտային կայան (UN WFP), բոլոր մշտական բնակվող տնային տնտեսություններին տրամադրվել են բիզնեսներ սկսելու համար փոքր դրամաշնորհներ (ICRC), էլեկտրական հովիվներ (UNDP):
Ներքին Հանդում կառավարության՝ հրատապ խնդիրների լուծման ծրագրով՝ «Սյունիքի մարզի ներդրման և զարգացման հիմնադրամի» միջոցներով կառուցվել է 1878 մ երկարությամբ խմելու ջրագիծ, վերանորոգվել՝ 200 խմ տարողությամբ ՕԿՋ֊ն, քլորակայանը և մոտ 1700 մ ներքին բաշխման ցանցը։ Ծրագրի արժեքը՝ 196 մլն դրամ։
ՀՀ քաղաքաշինության կոմիտեի պատվիրատվությամբ՝ պետբյուջեի միջոցներով վերանորոգվել են 22 տների տանիքները․ ծրագրի արժեքը՝ 202,2 մլն դրամ։

Հայաստան համահայկական հիմնադրամը բնակիչներին տրամադրել է արևային ջրատաքացուցիչներ։

Պետական միջոցներով Ծավ գյուղում նոր կրթահամալիր է կառուցվում․ ծրագրի ընդհանուր արժեքը՝ 1,5 մլրդ դրամ։
Ծավում ՀՀ կառավարության 36,3 մլն համաներդրմամբ՝ 65,1 մլն դրամով նորոգվել են նաև բնակավայրի վարչական շենքն ու կենցաղի տունը։

Սրաշենում խմելու ջրի ապահովմանն ուղղված սուբվենցիոն ծրագիր է իրականացվել․ ծրագրի արժեքը՝ 77,6 մլն դրամ, որում պետական մասնաբաժինը՝ 70% կամ 54,3 մլն դրամ։
Բնակիչների խոսքերով, սակայն, ջրամատակարարման համակարգում խնդիրներ կան, ու մարզպետը տեղում հանձնարարական տրեց դրանք ուսումնասիրելու և խնդիրները վերացնելու մասին։
Գյուղում մոդուլային ԲՄԿ է հիմնվել Սյունիքի մարզի զարգացման և ներդրման հիմնադրամի, UNDP-ի համագործակցությամբ, ամենագնաց բժկական մեքենա է հատկացվել Ճապոնիայի դեսպանության կողմից։
Շիկահողում էլեկտրական հովիվներ են տեղադրվել, 10 կՎտ հզորությամբ ու 5 կՎտ կուտակիչով արևային կայան՝ UNDP EU4Dialogue ծրագրով, 15 տնային տնտեսություններում հիմնվել են 100 քմ հատապտղային ինտենսիվ այգիներ՝ UN WFP-ի աջակցությամբ։

Շիկահող գյուղում ավարտվել է նոր տան շինարարությունը՝ 16 մլն դրամ պետական ֆինանսավորմամբ և սեփականատեր ընտանիքն արդեն բնակվում է այստեղ։

Շիկահողի ակումբի շենքի տանիքը վերանորոգվել է սուբվենցիոն ծրագրով․ ընդհանուր արժեքը՝ 7,5 մլն դրամ, որում պետական մասնաբաժինը՝ 50%՝ 3,7 մլն դրամ։

Շիկահողի կարի արտադրամասը ստեղծվել է 2021թ․՝․Սյունիքի հարցերով միջգերատեսչական աշխատանքային խմբի նախաձեռնությամբ և USAID-ի միջազգային գործընկերների աջակցությամբ։

1,4 մլրդ դրամով՝ պետական միջոցներով կառուցվել է Կապան-Ծավ ավտոճանապարհի Կապան-Ճակատեն շրջանցիկ ճանապարհահատվածը։
Պետական աջակցությամբ՝ 16 մլն ֆինանսավորմամբ Ճակատենում երկու ընտանիք տուն է կառուցում։
