Նիկոլ Փաշինյանը որոշել է Վաղարշապատի ավագանու ընտրությունների քարոզարշավը ամփոփել հանրահավաքով, և ինչպես «Փաստ»-ի՝ ՔՊ-ական աղբյուրներն են հայտնում, Փաշինյանն ինքը որոշել է մասնակցել հանրահավաքին։ ՔՊ-ականները, մեզ ասացին, թեև չեն ցանկացել, որ Նիկոլ Փաշինյանը խառնվի քարոզարշավին, որպեսզի ավելորդ քվեներ չկորցնեն, առանց այն էլ վիճակը մխիթարող չէ, բայց նաև չեն համարձակվել հետ պահել նրան որոշումից։

Հրահանգված է նոյեմբերի 14-ի հանրահավաքին մարդաշատություն ցույց տալ, և մեր տեղեկություններով, ՔՊ-ականները, ձեռուոտ ընկած, հրահանգներ են իջեցնում՝ ճոխ միտինգ ցույց տալու համար։ Վաղարշապատ խոշորացված համայնքի տարբեր պետական հիմնարկների, այդ թվում՝ դպրոցների, մանկապարտեզների, երաժշտական, արվեստի դպրոցների աշխատակիցների, սաների ծնողների ցուցակներ են կազմում՝ հանրահավաքի բերելու համար։

Ըստ ամենայնի, Նիկոլ Փաշինյանը ներքին փակ խմբում, ինչպես Երևանի ավագանու ընտրությունների ժամանակ էր, կոչ է արել մարդաշատություն ապահովել՝ «առանց վարչական ռեսուրսի»։ Սակայն առանց այդ ռեսուրսի, ՔՊ-ականները կասկածում են, որ կարող են բազմամարդություն ապահովել։ Ինչով էլ պայմանավորված է այս աժիոտաժը։

Վարչական ռեսուրսի կիրառումը, բնականաբար, կբացահայտվի հենց հանրահավաքի ժամանակ, երբ լրագրողները բացահայտեն, թե հավաքի մասնակիցները որ մարզերից են բերվել։ Բայց որ հանրահավաք չեն կարողանում կազմակերպել անգամ Նիկոլ Փաշինյանի ներկայությամբ, դա փաստ է։
