ՄԱԿ և ԵՄ ճամփորդական փաստաթղթեր ունեցող անձինք Հայաստան մուտք կգործեն առանց ՀՀ մուտքի վիզայի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Արտաքին գործերի նախարարությունը հանրային քննարկման է ներկայացրել «Միավորված ազգերի կազմակերպության ճամփորդական փաստաթուղթ (UN Laissez-Passer) և Եվրոպական միության ճամփորդական փաստաթուղթ (EU Laissez-Passer) կրող անձանց համար Հայաստանի Հանրապետություն առանց մուտքի վիզայի այցելությունների ռեժիմ սահմանելու մասին» նախագիծը։

Ներկայումս ՄԱԿ և ԵՄ կողմից տրամադրվող ճամփորդական փաստաթուղթ կրող անձանց համար գործում է ՀՀ մուտքի վիզային ռեժիմ։ Նշված ճամփորդական փաստաթղթերը տրամադրվում են ՄԱԿ և ԵՄ կառույցներում պաշտոն զբաղեցնող անձանց՝ իրենց ծառայողական պարտականությունների կատարման ընթացքում ճամփորդելու նպատակով։ Նշված ճամփորդական փաստաթղթերը համարվում են ծառայողական (դիվանագիտական) անձնագրեր։ Նշված տեսակի ճամփորդական փաստաթղթեր կրող անձինք Հայաստան այցելելու համար ստանում են դիվանագիտական կամ ծառայողական տեսակի անվճար մուտքի վիզաներ՝ կախված այցելության նպատակից և անձի պաշտոնից։

Հայաստանի Հանրապետությունն իրականացնում է բաց վիզային քաղաքականություն՝ հաշվի առնելով երկրների միգրացիոն և անվտանգային ռիսկերը, ինչպես նաև՝ փոխադարձության սկզբունքը։ 2025 թվականի հուլիսի 1-ից ՀՀ մուտքի վիզայի պահանջից ազատվել են աշխարհի 116 երկրների այն քաղաքացիները, ովքեր ունեն Ամերիկայի Միացյալ Նահանգների, Եվրոպական միության երկրների, Շենգենյան համաձայնագրի երկրների, Արաբական Միացյալ Էմիրությունների, Բահրեյնի թագավորության, Կատարի պետության, Սաուդյան Արաբիայի թագավորության, Քուվեյթի պետության կամ Օմանի սուլթանության կացության կարգավիճակ, որի վավերականությունը Հայաստանի Հանրապետություն մուտք գործելու օրվանից առնվազն վեց ամիս է:

Այս համատեքստում, երբ խոսքն ամենահեղինակավոր և կարևոր միջազգային կազմակերպության՝ Միացյալ ազգերի կազմակերպության և տարածաշրջանի քաղաքական և տնտեսական խոշորագույն միության՝ Եվրոպական Միության մասին է, ապա վերջիններիս կողմից տրված ծառայողական ճամփորդական փաստաթղթերը նույնպես ավելի քան բավարար հիմք են՝ նույն քաղաքականությունը կիրառելու և առանց մուտքի վիզային ռեժիմ սահմանելու համար։ Բացի այդ, թվականին Հայաստանի Հանրապետությունում 2026 թ. նախատեսված COP17 համաժողովի անցկացմանն ընդառաջ ակնկալվում է ԵՄ և ՄԱԿ մարմինների ներկայացուցիչների՝ ՀՀ այցերի հաճախակիացում:

Որոշման ընդունումը թույլ կտա ԵՄ և ՄԱԿ ճամփորդական փաստաթղթեր կրող պաշտոնատար անձանց՝ առանց ՀՀ մուտքի վիզայի այցելել և գտնվել Հայաստանի Հանրապետության տարածքում առավելագույնը 90 օր ժամկետով` յուրաքանչյուր 180-օրյա ժամանակահատվածում։
