«Առաջարկ Հայաստանին» նախաձեռնության առաջարկով ներկայացնում եմ փոփոխվող աշխարհում և ստեղծված իրականության պայմաններում ՀՀ անվտանգության երկարաժամկետ և բազմաշերտ ստրատեգիական պլանավորման շուրջ իմ պատկերացումները։

I. «Անվտանգության կուտակման» դոկտրին. ընդհանուր սկզբունքներ

Հայաստանի անվտանգությունը չպետք է դիտարկել որպես ստատիկ վիճակ, այլ՝ որպես պետության դիմադրողականությունն ու անվտանգությունը ձևավորող ռեսուրսների, շերտերի և առավելությունների անընդհատ կուտակման գործընթաց։ Անվտանգության կուտակման դոկտրինը երկարաժամկետ ռազմավարություն է, որի միջոցով Հայաստանը ստեղծում է ազգային և տարածաշրջանային դիմադրողականության ամուր համակարգ՝ ոչ թե ակնթարթային դաշինքների և հռչակագրերի միջոցով, այլ՝ անվտանգության նոր շերտերի հետևողական ավելացման՝ ռազմականից և տնտեսականից մինչև մշակութային և քաղաքակրթական։ Յուրաքանչյուր նոր քայլ ամրապնդում է նախորդը, և ոչ՝ փոխարինում դրան։ Սա «+1»- ի տրամաբանությունն է, և ոչ՝ «-1»-ի։ Բազմաշերտ մոտեցումների վրա հիմնված այս դոկտրինը թույլ է տալիս քայլ առ քայլ ստեղծել մի համակարգ, որտեղ սպառնալիքները չեզոքացվում են, իսկ ռիսկերը վերածվում են նոր հնարավորությունների։

Անվտանգության նման դոկտրինը և Արցախի կորստից հետո Հայաստանի (ստանձնելիք) առաքելությունը` երկրի համար հիմք են ստեղծում ոչ միայն աշխարհաքաղաքական փոթորիկների մեջ չտարրալուծվելու, այլև՝ որպես քաղաքակրթական և քաղաքական միավոր ամրապնդվելու համար, առանց պատրանքների, բայց՝ հստակ ռազմավարությամբ։

• Ռազմավարական նպատակ. Հայաստանի առավելությունների ֆիքսում և զարգացում: Հայաստանը պետք է դառնա մի պետություն, որը չի վախենա իր փոքրությունից, այլ փոքրությունը կվերածի առավելության՝ կոմպակտություն, ճկունություն, մտավոր կապիտալ, գլոբալ ցանցեր: Այն պետք է կամուրջ դառնա տարբեր ուժային կենտրոնների՝ Ռուսաստանի, Իրանի, Հնդկաստանի, Արևմուտքի միջև, և օգտագործի իր աշխարհագրությունը որպես ռազմավարական առավելության գործոն, այլ ոչ՝ որպես խոցելիություն:

Փոքր ազգերը կարող են կառուցել դիմադրողականության սեփական ճարտարապետությունը: Հայաստանի համար սա նշանակում է՝ մնալ Հայկական աշխարհի միջուկը, ամրապնդել սփյուռքը, զարգացնել սեփական մրցակցային առավելությունները և մտորել ազգային պետության նոր առաքելության մասին:

Հիմնական տարրը կլինի բազմաշերտ երաշխիքների համակարգը, որը ստացվում է տարբեր ազդեցության կենտրոնների միջոցով:

Հենց այդ պատճառով էլ Վաշինգտոնի համաձայնագրերը խաղաղություն չեն, այլ՝ Հայաստանի անվտանգության մեջ պոտենցիալ ներդրում: Ավելին, դրանք պետք է արդյունավետորեն օգտագործվեն: Բայց միայն դրանց և դրանց հանրային առաջխաղացման վրա հույս դնելը նշանակում է՝ ապրել խաղաղության մշտական պատրանքների մեջ:
