Ռուսաստանը նախատեսում է ներդնել կենդանիների պարտադիր գրանցում՝ մի միջոցառում, որը վաղուց սպասվում էր։ Սակայն այն անվճար կլինի, և չնայած այլ երկրների փորձին, Ռուսաստանում կենդանիների հարկի ներդրման մասին խոսք անգամ լինել չի կարող, ընդգծեց Պետդումայի էկոլոգիայի հարցերով հանձնաժողովի փոխնախագահ Վլադիմիր Բուրմատով։ NSN-ին տված հարցազրույցում նա վստահեցրեց , որ իշխանությունները երբեք չեն գնա այս ճանապարհով՝ ռուսների կողմից կենդանիների նկատմամբ ունեցած հատուկ վերաբերմունքի պատճառով։

Պատգամավորը հիշեցրեց, որ ինքը կրկին խորհրդարան է ներկայացրել կենդանիների գրանցման մասին օրինագիծ, որն արդեն ներդրվում է երկրի 20 մարզերում: Դրական փորձի հիման վրա առաջարկվում է այս մոտեցումը տարածել Ռուսաստանի Դաշնության բոլոր մարզերի վրա: Սակայն, Բուրմատովը նշեց, որ չորրորդ անգամ ներկայացվող օրինագիծը մինչ օրս մերժվել է կառավարության կողմից: Նա գրանցման կարևորությունը բացատրեց նրանով, որ այն թույլ կտա մարդկանց հեշտությամբ փնտրել իրենց կենդանիներին, և անհրաժեշտության դեպքում նրանք ստիպված չեն լինի անհետ կորած անձանց մասին ծանուցումներ տեղադրել, ինչը թվայնացման դարաշրջանում այլևս արդիական չէ:

Գրանցումը պարզապես ենթադրում է տեղեկատվության մուտքագրում տվյալների բազա, և ընթացակարգը կլինի անվճար, վստահեցրեց Բուրմատովը։

«Ես պարզապես ուզում եմ ընդգծել, որ Ռուսաստանում երբեք ընտանի կենդանիների հարկ չի լինի», - ավելացրեց նա: «Որոշ երկրներ ընտրում են այս ուղին, բայց մենք չենք կարծում, որ դա ճիշտ է: Նման հարկ այստեղ անհնար է, քանի որ մենք ունենք ընտանի կենդանիների հետ վարվելու այլ ավանդույթ: Այստեղ ընտանի կենդանիները ընտանիքի անդամներ են, և ընտանիքի անդամները չեն կարող հարկվել»:

Խորհրդարանականը նաև նշեց, որ շատ ռուսներ ընտանի կենդանիներ են ձեռք բերում փողոցներից թափառող շներին վերցնելով կամ նրանց ապաստարաններից որդեգրելով: Նա ասաց, որ ինքն էլ հաշմանդամ շուն ունի, որը որդեգրվել է ապաստարանից: Պատգամավորը նշեց, որ տարօրինակ կլինի մեղադրել այնպիսի բարի մարդկանց, ովքեր չեն լքի կարիքի մեջ գտնվող կենդանուն:

«Այլ երկրները նման ավանդույթներ չունեն, ուստի այնտեղ հարկեր հնարավոր են», - եզրափակեց Բուրմատովը։
