«Փաստ» օրաթերթը գրում է.
Մենք տեղեկություններ ենք ստանում, որ արցախցիներին տրվող աջակցությունների ծրագրերի հետ կապված զգալի խնդիրներ կան: Դիմեցինք ԱՀ ԱԺ «Արդարություն» խմբակցության պատգամավոր Մետաքսե Հակոբյանին, որը հաստատեց, որ իսկապես լրջագույն խնդիրներ կան: Ավելին, նա նշեց, որ «արցախցիների համար սոցիալական որևէ ծրագիր չի արվում»։
«Մեր ժողովրդին ասվում է, որ, իբրև թե, բյուջեից արցախցիներին աջակցություն է տրվում։ Դա էլ է կեղծիք, որովհետև ճշտումների արդյունքում պարզել եմ, որ, օրինակ՝ 30 հազարական ստացողների մեծ մասին վճարողներն ինչ-որ դոնոր կազմակերպություններ են, որոնք ժամանակին չեն կարողանում վճարել, և մարդիկ ընկնում են քաշքշուկների մեջ»,-ասում է պատգամավորը: Ավելին, նա հավելում է, որ կա մարդկանց որոշակի հատված, որն ինչ-որ անհայտ պատճառներով բավականին երկար ժամանակ չի կարողանում ստանալ այդ գումարը։ Փորձել են համապատասխան մարմիններից ճշտել պատճառները, բայց նրանք ևս չգիտեն՝ որն է պատճառը։
«Մի քանի ամիս է՝ հրատապ աջակցություն պետք է տրամադրվեր այն ընտանիքներին, որտեղ անձին հասնող եկամուտը 55 հազարից պակաս է։ Գիտեմ ընտանիքներ, որոնք ծայրահեղ աղքատ վիճակում են, ավելին՝ եկամուտ ընդհանրապես չկա, նրանք հայտ են ներկայացրել, բայց իրենց ասում են, որ այն դեռևս մշակման փուլում է, կամ հաստատվել է, բայց իրենք չեն ստանում»,-ասում է Մետաքսե Հակոբյանը:
Ինչ վերաբերում է բնակարանային սերտիֆիկատներին, ապա, ըստ պատգամավորի, պաշտոնական տվյալներով, սերտիֆիկատ ստացածների թիվն արագ աճում է, բայց իրացնողների թիվը որևէ կերպ չի աճում: «Մարդիկ դիմում են, սերտիֆիկատը շատ արագ հաստատվում է, բայց դրանից հետո առկա խոչընդոտները հիմնականում անհաղթահարելի են, և հնարավորություն չի լինում, որ մարդիկ բնակարան ձեռք բերեն։ Այս ծրագիրն այն մարդկանց համար է, ովքեր միջինից ավելի բարձր հնարավորություններ ունեն, համարյա թե պետք է հարուստ լինել, որպեսզի հնարավորություն լինի այս աջակցությունից օգտվել։ Գիտեմ ընտանիքներ, որոնց հաջողվել է գյուղական համայնքում վատ վիճակում գտնվող շինություն գնել, բայց հետագայում չեն վարկավորվել, որովհետև նրանք վստահելի չեն դիտարկվում։ Բանկերում արցախցիները վստահելի չեն այն առումով, որ նրանց օրվա եկամուտը չի կարող համարվել կայուն, այսինքն՝ վստահ չեն, որ վաղը արցախցին կկարողանա այդ նույն եկամուտն ունենալ»,-ամփոփում է Հակոբյանը:
