Վաղարշապատի ընտրությունները․ նոր անուն՝ հին ձեռագիր

Վաղարշապատի համայնքային ընտրությունները դարձել են ոչ միայն տեղական, այլև հանրապետական քաղաքական դաշտի հայելին։ Այսօր «Քաղաքացիական պայմանագիրը» փորձում է արդարանալ իր երբեմնի «հաջողված» նախագծերից մեկի՝ նախկին քաղաքապետ Դիանա Գասպարյանի ձախողման ֆոնին։ Մամուլի հրապարակումների համաձայն՝ Գասպարյանի պաշտոնավարման տարիներին քաղաքային բյուջեն դարձել էր յուրացումների և կոռուպցիոն սխեմաների փորձադաշտ․ շինարարական պայմանագրերից մինչև աղբահանության ծախսեր՝ ամենուր նկատվում էին շահերի բախում և վերահսկողության բացակայություն։
Իշխանությունը հիմա փորձում է նոր դեմքով՝ Արգիշտի Մեխակյանի միջոցով վերականգնել իր հեղինակությունը Վաղարշապատում։ Մեխակյանը, ըստ նրա շրջապատի, կարող է լինել բարեխիղճ, կրթված և քաղաքակիրթ մարդ։ Սակայն երբ նա ներգրավվում է «Քաղաքացիական պայմանագրի» համակարգի մեջ, որտեղ համակարգային կոռուպցիան և քաղաքական հպատակությունը դարձել են կենսակերպ, դժվար է հավատալ, թե նա կկարողանա մնալ անփոփոխ։ Քաղաքական փորձը ցույց է տվել՝ լավ մարդիկ ՔՊ-ում երկար չեն դիմանում՝ կամ դառնում են նույն մեխանիզմի մաս, կամ պարզապես դուրս մղվում են։
Ավելին, եթե իշխող ուժը կարողանա հաղթանակ գրանցել Վաղարշապատում, Նիկոլ Փաշինյանը, ավանդույթի համաձայն, այդ հաջողությունը կօգտագործի սեփական իշխանական շահերի համար՝ հերթական անգամ մոռանալով քաղաքի իրական խնդիրները։ Այդ դեպքում Վաղարշապատը կմնա նույն վիճակում՝ ավերված ենթակառուցվածքներ, կիսավարտ ծրագրեր, աղբահանության չլուծված հարցեր, համայնքային միջոցների անհետացում։ Այս ամենը հիշեցնում է Դիանա Գասպարյանի օրոք ձևավորված գործելաոճը, որը քաղաքը վերածեց վարչական անտարբերության և կամայականության խորհրդանիշի։
Վաղարշապատի ընտրությունները հերթական փորձությունն են իշխանության՝ իրական բարեփոխումների կամ կոսմետիկ փոփոխությունների միջև ընտրություն կատարելու։ Սակայն հասարակությունն այլևս չի հավատում խոստումներին․ մարդիկ ուզում են տեսնել ոչ թե հերթական «լավ տղային» իշխող կուսակցությունից, այլ արդյունավետ կառավարման և հաշվետվողականության նոր համակարգ։ Եթե այս ընտրությունները ևս դառնան կուսակցական հաշվարկների զոհ, ապա Վաղարշապատը կմնա նույն քաղաքական մոռացության մեջ՝ գեղեցիկ խոստումների և դատարկ ծրագրերի։
