Ինչ է սպասվում ուկրաինացի փախստականներին Գերմանիայում

Գերմանիայում մոտ 700 000 ուկրաինացի փախստականներ նստած են շիկացած ածխի վրա։ Նրանք դեռևս ստանում են սոցիալական նպաստներ, բայց շուտով իրավիճակը կփոխվի։ Գերմանիայի կառավարությունը համաձայնել է բազային եկամտի աջակցության նոր ծրագրին, հանձնաժողովի նիստից հետո հայտարարել են կոալիցիոն գործընկերները։ Սա կարող է լուրջ հետևանքներ ունենալ ուկրաինացի նպաստառուների համար, հայտնում է Euronews-ը:
Ուկրաինայում պատերազմի սկսվելուց կարճ ժամանակ անց ԵՄ-ն և Գերմանիայի կառավարությունը որոշեցին, որ ուկրաինացիները ստիպված չեն լինի անցնել ապաստանի ընթացակարգով։ Նրանք կարող են աշխատանք գտնել Գերմանիայում՝ առանց դրան սպասելու։
Գերմանիայում բնակվող մոտ 1,3 միլիոն ուկրաինացի փախստականների 52.2%-ը ստանում է տարբեր նպաստներ, չնայած նրանցից ավելի քան երկու երրորդը տեսականորեն կարող է աշխատել՝ ըստ Դաշնային զբաղվածության գործակալության տվյալների։ Դրա փոխարեն նրանք օգտվում են մի արտոնությունից, որից Գերմանիայում ոչ մի այլ փախստական խումբ չի օգտվում. նրանք իրավունք ունեն սոցիալական նպաստների, մասնավորապես՝ քաղաքացիների նպաստի։
Կոալիցիոն համաձայնագրով SPD-ն և CDU/CSU-ն համաձայնել են, որ ուկրաինացի փախստականները պետք է ստանան միայն փախստականների կողմից սովորաբար ստացվող ավելի ցածր ապաստանի նպաստները։ Այս դրույթը կկիրառվի 2025 թվականի ապրիլից սկսած Գերմանիա ժամանող ուկրաինացիների համար: Մեկ չափահասի համար սա մոտավորապես 110 եվրոյով պակաս է քաղաքացու նպաստից: Ուկրաինացիներին նաև պետք է թույլատրվի անմիջապես աշխատել։
ԵՄ մյուս երկրներում աշխատող ուկրաինացի փախստականների մասնաբաժինը զգալիորեն ավելի բարձր է, քան Գերմանիայում: Օրինակ՝ Լեհաստանում ուկրաինացի փախստականների 65%-ն աշխատում է: Չեխիայում ուկրաինացիների մոտավորապես 70%-ն է աշխատում: Երկու երկրում էլ ուկրաինացի փախստականների սոցիալական նպաստները զգալիորեն ցածր են, քան Գերմանիայում:
2023 թվականի հոկտեմբերից մինչև 2025 թվականի օգոստոս Գերմանիայում աշխատանք գտած ուկրաինացիների թիվն աճել է 113%-ով:
Թվում է՝ պարզ հաշվարկ է. ուկրաինացիների համար նպաստների, մասնավորապես ապաստան խնդրողների նպաստների կրճատումը նշանակում է, որ պետությունն ավելի քիչ գումար է ծախսում: Սակայն սոցիալական հարցերի նախարար Բարբել Բասի (SPD) առաջարկած օրինագիծը ցույց է տալիս, որ այս հավասարումն այնքան էլ տեղը չի ընկնում:
Ըստ dpa-ի՝ դաշնային, նահանգային և տեղական ինքնակառավարման մարմինները կխնայեն 1,32 միլիարդ եվրո: Սակայն, ապաստան հայցողների նպաստների մասին օրենքի ընդունումից բխող լրացուցիչ ծախսերը կկազմեն 1,375 միլիարդ եվրո: Դաշնային կառավարությունն արդեն իսկ նահանգներին և տեղական իշխանություններին վստահեցրել է, որ կփոխհատուցի նրանց ֆինանսական բեռը: Դրան կգումարվեն նոր օրենքին անցնելու հետ կապված զգալի բյուրոկրատական ջանքերը:
