Ժամանակին ընդդիմադիր գործիչ Նիկոլ Փաշինյանը հայտարարում էր, թե պետք է վերացնել պետական պարգևները՝ բացառությամբ զինվորականներին տրվող պարգևների, իսկ մարդկանց պարգևատրել միայն իրենց իրական արժանիքների, այլ ոչ իշխանությանը քծնելու համար։ Իր օրոք պարգևներ բաժանելու գործընթացը մի քանի անգամ գերազանցում է նախորդ իշխանություններին, և պարգևներ բաժանվում են բացառապես իշխանության մերձավորներին։ Սակայն նույնիսկ այնպիսի տարօրինակ դեպքեր են լինում, որոնք ցնցում են նույնիսկ քպականներին։

Հայաստանի անկախության 34-ամյակը առթիվ Հայրենիքին մատուցած ծառայությունների համար Առաջին աստիճանի շքանշանով էր պարգևատրվել փոխարտգործնախարար Վահան Կոստանյանը։ Վերջինս ընդամենը մեկ արժանիք ունի՝ արտգործնախարար Արարատ Միրզոյանի ընկերն է։ Եղել է Միրզոյանի օգնականը խորհրդարանում, ապա իշխանափոխությունից հետո նրա հետ անցել է բոլոր ճանապարհներով՝ հասնելով փոխարտգործնախարարի պաշտոնի։ Կոստանյանը հայտնի է միայն նրանով, որ Վաշինգտոնում կնքված հռչակագրից հետո մեկնել էր Իրան և փորձում էր համոզել իրանական կողմին, որ Վաշինգտոնի հռչակագիրը Թեհրանի դեմ ուղղված չէ։ Ընդ որում, ինչպես վկայում են հետագա արձագանքները՝ բոլորովին ապարդյուն։

Գործող իշխանություններն այդպես էլ չեն բացատրում, թե որ արժանիքների համար է Կոստանյանը նման բարձր պարգևի արժանացել։ Ինքը երեկ լրագրողների հետ ճեպազրույցում չի կարողացել պարզաբանել, թե ինչ ծառայություններ է մատուցել հայրենիքին։ Ըստ էության, նման բարձր պարգևը Կոստանյանին հանձնելով՝ գործող իշխանությունը մի քանի խնդիր է լուծում։ Նախ՝ ցանկացած կողմնակցի բացատրում է, որ անմնացորդ ծառայելու դեպքում կպարգևատրեն, մյուս կողմից էլ վարկաբեկում է պետական բարձրագույն պարգևները։
