Իրավապահ համակարգի փլուզումը վերածվել է ազգային անվտանգության սպառնալիքի։ Այս մասին գրել է քաղաքագետ Սուրեն Սուրենյանցը։
««Ամեն կրակոց, ամեն քաղաքացի ի վերջո զգում է, որ դա կրակել են իրա վրա», – Քննչական կոմիտեում ունեցած ելույթում հայտարարել է Նիկոլ Փաշինյանը՝ փորձելով հասկանալ՝ «ի՞նչն այնպես չեն անում», որ Հայաստանում հանցավորության մակարդակը շարունակ աճում է։
Պատասխանը, սակայն, պարզ է և սկսվում է հենց գործող իշխանությունից․
Իրավապահ մարմինները այլևս օրենքի պահպանման գործիք չեն։ Դրանք վերածվել են քաղաքական իշխանության սպասարկուների։ Ոստիկանությունն ու քննիչներն ավելի շատ զբաղված են ընդդիմադիրների դեմ քաղաքական պատվեր կատարելով, քան՝ քաղաքացիների անվտանգությամբ։ Այս պայմաններում հանցագործները զգում են անպատժելիություն և գործում առավել ինքնավստահ։
Դիլետանտիզմն ու ոչ-մասնագիտական մոտեցումները խաթարում են համակարգը ներսից։ Քննչական և ուժային կառույցներում նշանակումները կատարվում են ոչ թե փորձառության ու գիտելիքի, այլ՝ քաղաքական լոյալության հիմքով։ Արդյունքում համակարգը գործում է ոչ արդյունավետ:
Օրենքի հանդեպ հարգանքը խաթարվում է հենց վերևից։ Երբ իշխանությունն ինքը խախտում է Սահմանադրությունը կամ շրջանցում օրենքները, հասարակությունը սկսում է դա ընկալել որպես նորմ։ Եթե պետության վերնախավում անպատժելիությունն ընդունված է, ապա փողոցում հանցավորությունն այլևս չի ընկալվում որպես բացառություն։
Սոցիալական ճգնաժամը հող է ստեղծում քրեական մթնոլորտի աճի համար։ Աշխատանքի պակասը, աղքատությունը, անարդար բաշխվածությունը և անհուսությունը մարդկանց մղում են հանցավոր վարքի՝ այն համարելով որպես գոյատևման միջոց։
Այսօր Հայաստանը կանգնած է վտանգավոր շեմի առաջ․ իրավապահ համակարգի մասնատումն ու փլուզումը այլևս պարզապես կառավարման ձախողում չեն․ դրանք վերածվել են ազգային անվտանգության ուղիղ սպառնալիքի։ Երբ պետությունը չի կարողանում պաշտպանել իր քաղաքացիների կյանքը, հասարակական անվտանգությունը և օրինականությունը, վտանգվում է ոչ միայն հասարակական կարգը, այլև պետության ինքնիշխանությունն ու կենսունակությունը։
Փաշինյանի հարցին՝ «ի՞նչն այնպես չեն անում», պատասխանը պարզ ու անխուսափելի է․ պետությունը չի կատարում իր ամենաառանցքային պարտականությունը՝ պաշտպանել իր քաղաքացիներին և վերականգնել օրենքի գերակայությունը»։
