Վտանգավոր զիջումներ` հանուն մոլորեցնող խաղաղության

Հայաստանի և Միացյալ Նահանգների միջև ստորագրված հուշագիրը ներկայացվել է որպես խաղաղության և կայունության ճանապարհ, սակայն փաստացի այն դարձել է նոր լուրջ մարտահրավեր Հայաստանի ինքնիշխանության և ազգային անվտանգության համար։ Պաշտոնական Երևանը փորձում է այն ներկայացնել որպես պատմական առաջընթաց, մինչդեռ հուշագրի հետևանքները ավելի շուտ հիշեցնում են պարտադրված զիջումներ և կտրուկ թուլացնում են մեր երկրի բանակցային դիրքերը։
Առաջին հերթին՝ Ադրբեջանը ոչ մի կերպ չի փոխել իր պահանջները։ Բաքուն շարունակում է բացահայտ պահանջել փոփոխություններ Հայաստանի Սահմանադրության մեջ՝ փորձելով հեռացնել դրույթները, որոնք հիշեցնում են Լեռնային Ղարաբաղի մասին։ Սա ոչ միայն խաթարում է Հայաստանի իրավական անկախությունը, այլև վտանգավոր նախադեպ է ստեղծում՝ թույլ տալով օտարերկրյա պետությանը միջամտել մեր ներքին օրենսդրական դաշտին։
Չլուծված է մնում նաև հայ ռազմագերիների և փախստականների հարցը։ Բաքուն շարունակում է պահել մեր ռազմագերիներին՝ նրանց դատելով «ռազմական հանցագործությունների» համար, ինչը հակասում է միջազգային իրավունքի բոլոր չափանիշներին։ Ավելի քան 120 հազար հայ փախստականներ դեռևս չեն կարողանում ապահով վերադառնալ իրենց տները, իսկ հայկական կրոնական ու մշակութային հուշարձանները շարունակում են ոչնչացվել Ադրբեջանի վերահսկողության տակ գտնվող տարածքներում։
Այս պայմաններում հուշագիրը որևէ իրական խաղաղություն չի ապահովում։ Այն, ըստ էության, դարձել է իշխանությունների համար ընտրական PR գործիք, որը հղի է վտանգներով Հայաստանի պետական շահերի համար։ Վարչապետի վարած այս քաղաքականությունը սպառնում է երկրի ինքնիշխանությանը՝ վերածելով այն արտաքին ուժերի շահերի սպասարկուի։
Վերջերս ԱՄՆ Կոնգրեսի անդամ Գեյբ Ամոնը հրապարակայնորեն ընդունեց այս վտանգները՝ նշելով, որ համաձայնագիրը չի լուծում ամենակարևոր խնդիրները՝ ռազմագերիների ազատ արձակումը, փախստականների անվտանգ վերադարձը և հայկական մշակութային ժառանգության պաշտպանությունը։ Նրա խոսքերով՝ առանց այս հարցերի լուծման անհնար է խոսել իրական խաղաղության մասին։
Այս իրողությունների համատեքստում հուշագրի ստորագրումը դիտվում է որպես դժվար հաղթահարելի սխալ քայլ, որը կարող է երկարաժամկետ վնաս հասցնել մեր պետականությանը։ Հայաստանի ազգային անվտանգության համար այն դարձել է հնչեցվող ազդանշան՝ հուշելով, որ իշխանությունների գործողությունները զիջումների քաղաքականություն են, այլ ոչ թե ինքնիշխանության և արժանապատվության պաշտպանություն։
