Հովհաննես Քոչարյանը ֆեյսբուքյան իր էջում գրում է․
 
Ո՞վ է ստուգում հանցավորության կանխարգելման աշխատանքների որակը «բարեփոխված ոստիկանությունում», ընդունում եմ, որ այդ աշխատանքներն իրենց բարձրության վրա չեն եղել նաև նախկինում։
 
Այսօր, սակայն, պետությունը գիտի՞ Հայաստանի յուրաքանչյուր համայնքի, յուրաքանչյուր փողոցի քրեական ակտիվության պոտենցիալ ունեցող տարրերին, քրեական ու տնտեսական բախումների մեջ ներքաշված խմբերին, բախումների պատմությունը։
 
Կա՞ արդյոք Հայաստանում կազմակերպված հանցավորություն։ Որոնք են սրա դասակարգիչներն ու ցուցանիշները, հակազդման ծրագրերն ու արդյունքները։ Որտեղից են ֆինանսավորվում, ովքեր են գլուխները։ Կա՞ արդյոք գաղտնի գործակալական ներթափանցում ու ռազմավարական օպերատիվ մշակում սրանց շրջանակներում։
 
Որտե՞ղ և ինչ՞ ուղղություններով ու նպատակներով են ծախսվում օպերատիվ հետախուզական գործունեության համար հատկացվող սուղ ֆինանսական միջոցները։ Արդյո՞ք դրանք ծախսվում են քրեածին իրավիճակին ադեկվատ, թե ավանդական խորհրդային ստանդարտներով։
 
ՈՒ՞մ եք վստահել քրեակատարողական հիմնարկներից վերադարձած անձանց նկատմամբ պրոֆիլակտիկ հսկողությունը։ Չոր թվերի տակ կա՞ արդյոք իրական աշխատանք, թե ոչ։
 
Անձամբ ես որևէ կասկած չունեմ, որ այս հարցերից որևէ մեկը դրական պատասխան չունի։ Չունի, որովհետև այս հարցերը քաղաքական իշխանության հետաքրքրությունների շրջանակից դուրս են։ Իսկ դուրս են, որովհետև քաղաքական իշխանությունն ամրապնդելու օրակարգին չեն ծառայում։
 
Սա պետության օրակարգ է․ օրակարգ, զերծ պոպուլիզմից ու քաղաքական խժդժություններից, որն ապահովելու ոչ ժամանակ կա, ոչ պոտենցիալ, ոչ ցանկություն։
